ZONING BOARD OF ADJUSTMENT MEETING MINUTES: April 16, 2026
LOCATION: 1400 Main Street, Southlake, Texas
Regular Session - City Council Chambers of Town Hall
Executive Session – Executive Conference Room, suite 268 of Town Hall
Members Present: Board members: Jeff Medici - Chairman, David Treichler - Vice Chairman,
Clinton Snead – Place 1, Heather King - Place 4, Ryan Peabody - Alternate1, and Frank
Bernardo - Alternate 2.
Members Absent: Board members: Trey Verbick – Place 3, Mark Harris - Alternate 3, and Al
Karmali - Alternate 4.
Staff Present: Director of Planning Dennis Killough, Deputy Director of Planning Jennifer
Crosby, Interim Building Official Charles Wright, City Attorney Elizabeth Yelverton, Board
Secretary Carol Nemoto, and Melisa Clarke.
WORK SESSION:
1. Call to Order: Vice Chairman Treichler called the work session to order at 6:20 P.M.
EXECUTIVE SESSION
Chairman Medici announced the Zoning Board of Adjustment would go into Executive Session
pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney. The Zoning Board of Adjustment adjourned for Executive
Session at 6:20pm. Executive Session began at 6:20pm and concluded at 6:59pm.
RECONVENE
Chairman Medici reconvened the meeting at 7:02pm.
REGULAR SESSION:
1. Call to Order: Chairman Medici called the Regular Session to order at 7:02 P.M.
2. Approval of the Minutes: Chairman Medici opened the discussion of the minutes of the
Zoning Board of Adjustment meeting for February 26, 2026.
A motion was made to Approve the minutes of the Zoning Board of Adjustment for meetings
January 15, 2026.

3. Administrative Comments: Deputy Director of Planning Jennifer Crosby announced that
the next meeting scheduled is April 30, 2026. The Director clarified term limits.
4. Consider: ZBA26-0002, Special Exception Use per Zoning Ordinance No. 480, as
amended, Section 44.12(2), for an accessory structure of a size greater than
permitted and Section 44.12f(6), for a reduction in the required setback from
property lines for a residential accessory building, on property described as Tract
8Q, Lohn L. Whitman Survey Abstract no. 1593 and located at 2848 Brookwood Lane.
Current Zoning: “SF-1A” Single Family Residential District. PUBLIC HEARING
Deputy Director Jennifer Crosby presented details of the case with a slide show presentation
to the Board.
Brett Horton is requesting approval for a Special Exception Use (SEU) for an approximately
550-square foot covered patio addition to an existing garage. The existing garage is
approximately 622 square feet, for a combined total size of 1,172 square feet. The current
setback of the garage is 25.5 feet from the rear yard. The covered patio is architecturally
cohesive with the existing garage roof.
The applicant Brett Horton, once sworn in, presented testimony, and answered questions
from the Board.
Chairman Medici asked if there were those in the audience who wished to speak in support of
the request. Tim Schoetz, Giovanni Geslani, and Nadia Hassan once sworn in, presented
testimony and answered questions from the Board.
Chairman Medici asked if there were those in the audience who wished to speak in opposition
to the request.
There being none, Chairman Medici closed the public hearing and opened the item for
discussion from the Board.

5. Consider: ZBA26-0003, Special Exception Use per Zoning Ordinance No. 480, as
amended, Section 44.12(6), for a reduction in the required setback for a residential
accessory building on the property described as Lot 7, Block 1, Rainforest Addition and
located at 2810 Rainforest Court, Southlake, Tarrant County, Texas. Current Zoning:
“SF-1A” Single Family Residential District. SPIN Neighborhood #4. PUBLIC HEARING
Benjamin (Joey) Brown is requesting approval for a Special Exception Use (SEU) to reduce
the required rear setback. Per Zoning Ord. 480, Section 11.5 (j), accessory structures that
individually are equal to or exceed 500 square feet shall meet the principal structure setback
standards. The proposed covered outdoor kitchen is approximately 690 square feet, inclusive
of the entire roof overhang. Therefore, a rear yard setback of 40 feet is required. The applicant
is requesting approval to locate the structure 27 feet 3 inches from the rear property line. The
proposed outdoor kitchen will be placed adjacent to the existing pool and will have a height of
approximately 12 feet 2 inches measuring from the midpoint pitch of the roof.

Board.
