• The purpose of this request is to seek approval for a Specific Use Permit for an
approximately 320 SF storm shelter for the school.

Site Plan Amendment for Storm Shelter
To Whom It May Concern:
The Novus Academy respectfully submits this request for a site plan amendment to allow
for the construction of a required storm shelter in a designated area within our existing
parking lot, rather than within the current school building.
Our school is deeply committed to the safety and well-being of our students, faculty, and
visitors. As part of that commitment—and in alignment with applicable safety
requirements—we have thoroughly explored all options for incorporating a compliant
storm shelter within the existing structure.
Over the past several months, we have engaged in an extensive due diligence process
involving our architect, structural engineer, general contractors, and financial partners. This
collaborative effort included structural assessments, cost analysis, and feasibility studies
specific to retrofitting a storm shelter within the current building footprint.
Through this process, it has become clear that constructing a storm shelter within the
existing building is not feasible. The primary constraints include structural limitations of the
current facility, the significant disruption such construction would cause to daily school
operations, and the substantial financial burden associated with retrofitting the building to
meet storm shelter requirements. Even with creative design approaches, these combined
factors make an internal solution impractical.
As a result, our team has identified an alternative solution that fully meets safety
requirements while remaining feasible and responsible: the construction of a standalone
storm shelter of approximately 2,000 square feet, located behind the existing building
within our current parking lot. The proposed location will require the use of 13 existing
parking spaces.

This placement has been carefully evaluated to ensure that it:
• Maintains safe and efficient access for students and staff during emergency
situations
• Minimizes disruption to ongoing school operations during construction
• Preserves overall traffic flow and functionality of the site
• Represents a fiscally responsible approach that supports the long-term
sustainability of our institution
We have also assessed parking capacity and site circulation to confirm that the removal of
these 13 spaces will not negatively impact daily operations or safety.
The Novus Academy serves students with diverse learning needs, many of whom benefit
greatly from consistency, routine, and a stable environment. Avoiding major structural
disruption to the existing building is not only a logistical consideration—it is an educational
and emotional priority for our students.
We respectfully request the Commission’s support in approving this site plan amendment
so that we may proceed with a solution that upholds both safety standards and the
integrity of our learning environment.
