Action Requested: Approve an Encroachment and Joint Use Agreement for the placement of an outdoor living space within a variable width drainage easement located at 816 Shorecrest Drive. Background Information: The purpose of this item is to seek City Council approval of an Encroachment and Joint Use Agreement for the installation of an outdoor living space within a variable width drainage easement located at 816 Shorecrest Drive. This agreement will allow the applicant to install a new outdoor covered patio, fireplace, and retaining wall with handrail within the drainage easement. The drainage easement was dedicated along the rear of the property for an existing creek that runs west to east. This property does have FEMA floodplain at the rear of the property, however, the proposed improvements are located outside of the floodplain. Based on the provided drainage memo, the proposed improvements will not impede drainage flow, will not encroach into the existing channel cross section and will not cause adverse impacts to neighboring properties. The base flood elevation at this location is at elevation 602', and the proposed improvements will be at elevation 603.5' at the bottom of the wall, and elevation 605' at the top of the patio. The proposed improvements will be located 1.5' above the base flood elevation and will not impact the existing creek volume necessary to hold the 100-year storm event.
