PROJECT NARRATIVE
The applicant requests approval of a zoning change for 2056 N. Kimball Avenue from Agricultural
District to SF-1A Single Family Residential District to allow development of the property with a
single-family estate residence. The request is prompted by the limitations of the current Agricultural
zoning, which restricts lot coverage to 10 percent of the lot area. On a 1.015-acre tract, or
approximately 44,213 square feet, that permits only about 4,421 square feet of building coverage.
The owner proposes a 7,093 square-foot residence with a porte cochere leading to a 970 square-foot
detached garage. That scope of development exceeds the lot coverage allowed under the current
Agricultural district and prevents reasonable use of the property for the residential improvements
proposed. By contrast, SF-1A permits up to 20 percent lot coverage, or approximately 8,842 square feet
on this tract, which accommodates the proposed improvements within an appropriate single-family
zoning framework.
The requested rezoning does not introduce a higher-density or incompatible land use. The property will
remain a large-lot single-family residential site. The proposed development will comply with and
maintain the required SF-1A development standards, including the applicable setback requirements.
The request simply places the tract in a district that better matches its intended development and allows
the property to be improved in a manner consistent with estate-style residential use in Southlake.
Staff review comments already direct the applicant to revise the concept plan in accordance with the
requested SF-1A zoning and to identify the applicable lot coverage on the plan and setbacks. In that
context, the rezoning is a logical and appropriate adjustment that removes an unnecessary development
constraint while maintaining the residential character of the area. In addition, there is an existing
property on the rear plot boundary with SF-1A zoning, and several non-adjacent properties in the
surrounding area already carry the same zoning designation, which further supports that the requested
classification is compatible with the broader residential pattern in the area.
Accordingly, the applicant respectfully requests favorable consideration and approval of the rezoning to
SF-1A and the associated concept plan.
