UPDATE AT SEPTEMBER 412014
BLOCK SR, LOT 4 - SITE PLAN REVISION
On October 1, 2013, the Southlake City Council approved (7-0) the Site Plan for a new building for
Trader Joe's and a related S.U.P for structured parking, subject to revised Site Plan Review Summary No.
2, dated September 25, 2013 with the following conditions:
• applicant will address the color and/or treatment of concrete stairwell located on the southeast
corner;
• EIFS screening wall material along FM 1709 will be replaced with masonry stucco;
• landscaping plan will be as presented by the applicant noting that the applicant will be required to
have Nellie R. Stevens at various intervals to break up the parapet wall along Central for the parking;
• columns in parking garage will be painted a complementary color;
• security cameras will be provided in the parking garage;
• applicant will consider alternative stair designs for the Central Avenue entrance located along south
entrance of the property;
• applicant will restrict deliveries to the building between the hours of 9:00 p.m. and 9:00 a.m.; and
• to include all architectural renderings as presented by the applicant this evening.
Due to upgrades to the building and parking structure, Applicant is now seeking this Revision to the Site
Plan to enhance the landscape plan originally approved.

Parking Structure Parapet Treatment

The parapet wall of the parking structure was approved with painted pre-cast panels with a stamped brick pattern in
between an unstamped band at the top and bottom of each panel, with the requirement that the columns be painted
to match. As design progressed, we were able to upgrade to real brick inlay. Custom concrete was used in the panels
and columns (including a light sandblast to soften the texture) to more closely match the cast stone on the building.

REVISIONS REQUESTED
Proposed Landscape Plan Revision
The landscape plan revisions being proposed respond to upgrades in the building and garage.
• Half-circle tree wells have been added along Central Avenue, raised up from the slope to level
these planting areas with the surrounding sidewalk. Verbena accents the areas around the
trees. In between the new tree wells, Rose Creek Abelia is proposed in lieu of Indian Hawthorn
reducing height from 4' to between 2' and 3 . Live oaks replace the periodic Nellie R. Stevens.
- The upgrades to the Garage parapet wall and landscaping materials are intended to
introduce color and present a more pleasing streetscape. A side benefit is allowing
additional light into the lower level of the garage.
• On the east elevation, specimen Crepe Myrtles are proposed in lieu of red oaks to provide a nice
contrast against the red brick and open up the building views. Grass is accented with beach
pebbles with a background of Spirea (white and pink bloom). This accentuates the old market
feel and complements the building design. These changes also provide a good framework for
the public art we hope to incorporate here.
• On the south side, the relocation of the FM 1709 sidewalk allows a deeper (+/-6') landscape
zone along the building. Virginia creeper (clipped at cast stone line) and Santolina are included
in this area with a bed of Wintercreeper.

BUILDING ART OPPORTUNITIES (UPDATE)
• "Art niches" have been provided in the building arches on the east fagade of the building. We are
exploring the possibility of painting these areas (or installing paintings) with murals that would
reflect the historic character of the building.
• The fagade has been fully detailed to work with or without these art installations, including the use
of decorative brick inlay in lieu of stucco.
• We currently envision that any art installation would be mounted in the niches provided, and not
painted on the brick.
• Any proposed mural(s) will be subject to and included in a separate application for approval.
