9. Overview of the Stormwater Master Plan, an Element of the Southlake Comprehensive Plan.

MEETING
OVERVIEW:
On January 28, 2026, the Southlake Corridor Planning Committee held
their 54th meeting. The Committee was sent a packet of materials prior to
the meeting that were to be discussed during the session. A meeting
agenda was posted, and the meeting time was advertised on the City’s
website. The following meeting report focuses on discussion points made
during the meeting by members of the Committee, public and City staff.
This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are

ITEM #8 DISCUSSION – Review, discuss, and make recommendations regarding a
proposed realignment of two single-family lots located at 1275 and 1285 Shady Oaks Drive.
Staff presentation: Cyndi Cheng
• Future Land Use: Low Density Residential
• Zoning: SF-1A and SF2
Summary: The applicant is proposing a site plan with two options. One with one-acre
and one with 2-acres.
Questions for Staff and Applicant
Curtis Young
• Explains the buyer owns both lots and wants:
o A 1-acre lot on the south side for in-laws
o The remaining land combined into one larger lot
• Emphasizes:
o No increase in number of homes (still two total)
o The creek/drainage makes a straight 2-acre split impractical
• States rezoning is needed only because:
o Zoning must follow adjusted lot boundaries
• Pushes back on development concerns:
o Says the SF-2 zoning is an anomaly
o Notes surrounding zoning is mostly SF-1, RPUD, and unzoned AG
o Says this layout actually limits development
• Clarifies:
o Owner plans to keep both properties
o Any future development would still require rezoning and concept plans

o You cannot have split zoning within a lot
o Zoning must align with new lot boundaries
• Lays out zoning options:
o SF-1A for the 1-acre lot
o SF-1, SF-2, or Residential Estate for the remainder
• Clarifies estate zoning requirements:
o 300-foot frontage minimum may be an issue
• Confirms:
o Any future change would require a revised concept plan
• Pushes a neutral stance:
o City is open to multiple zoning paths as long as they’re appropriate
Daniel Kubiak
• Frames the issue as a “horse trade”:
o Applicant gets the 1-acre lot
o City gains zoning that prevents future subdivision
