Development Engineer City of Southlake 1400 Main Street, Suite 320 Southlake,Texas 76092 Re: Mustang Business Park Traffic Impact Analyses—Review#2 Dear Ms. Endy: Per your request, we have completed a review of the updated TIA conducted for the proposed Mustang Business Park industrial development, to be located on the northwest corner of the intersection of Mustang Court and Southwestern Street in Southlake,Texas. The TIA titled "Traffic Impact Analysis: Mustang Business Park, Southlake,Texas" was prepared by Kimley-Horn and Associates, Inc., and updated March 16, 2021. Comments are numbered for ease of reference and the numbering does not imply any ranking. We have divided our comments into two categories—Informational Comments are those that require no action by the City or the applicant. Action Comments are those that require a response or action by the City or applicant. We offer the following comments on the submitted study. INFORMATIONAL COMMENTS(REQUIRE NO ACTION BY CITY OR APPLICANT) 1. The TIA was updated to show a site plan with square footage matching the previously submitted site plan. The study was also updated to reference the correct square footage in the text. It should be noted that the parking along the north edge of the site appears to have been eliminated. The text was also updated to note the emergency access driveway at Woodsey Court. 2. The study was updated to calculates a total site trip generation based on the correct square footage. The site is predicted to generate 584 trips on a daily basis, with 66 trips during the AM peak hour and 69 trips during the PM peak hour. The trip generation appears to be reasonable. 3. No off-site improvements are recommended as part of this updated study. 4. Multiway stop-control warrant analysis was added to the study. We agree with the conclusion that multiway stop control is not warranted at the intersection of Mustang Court and Southwestern Street. 5. The existing and background analysis at the intersection of Mustang Court and Southwestern Street still assumes that right of way priority is on the Mustang Court approach even though it tees into Southwestern Street. However, based on the low traffic volumes, analysis results are unlikely to change significantly for existing and background conditions. a) Based on the estimated volumes on the two streets, it appears reasonable to install stop- control on Southwestern Street with extension of Mustang Court. 6. Discussion of on-site circulation and internal storage was added and provides adequate explanations of the intended operations. 7. The TIA states that 389 parking spaces are required by City code and that the site provides 392 parking spaces, which satisfies the requirement without providing an oversupply. ACTION COMMENTS(REQUIRE RESPONSE OR ACTION BY CITY OR APPLICANT) 8. The growth factor on page 4 for southbound SH 26 in the PM peak is still incorrectly identified as 140% instead of 40%.The analysis itself is correct. 9. It should be noted that there is a still a minor difference between the signal timing used at the intersection of SH 26 and Mustang Court/Mustang Drive for the 2023 AM peak background and total conditions. Results are not likely to be significantly impacted. 10. At the intersection of Mustang Court/Mustang Drive and SH 26,the truck percent was corrected for the westbound right turn for all scenarios except the 2028 AM Background scenario. This will likely result in minor changes to the analysis results but not the conclusions. 11. The results shown in Table 3 are incorrect for the 2023 Background AM scenario when compared to the provided Synchro results. It is also unclear why the eastbound approach of Mustang Court improves from LOS F to LOS E with the addition of site traffic for both the 2023 and 2028 AM peak hour.
