Dove Road in lieu of constructing a shared driveway required as part of the final plat approval for F. Throop No. 1511, Lots 57R and 58R. Background Information: The purpose of this item is to seek City Council approval of a driveway variance to allow 2150 E. Dove Road to construct a single driveway onto E. Dove Road in lieu of constructing a shared driveway required as part of the final plat approval for F. Throop No. 1511, Lots 57R and 58R. The Driveway Ordinance requires a minimum separation of 250' between residential and commercial driveways, as well as 100' between residential driveways off an arterial roadway. The proposed driveway would be located 132- feet from the adjacent commercial driveway to the east and 72-feet from the adjacent residential driveway to the west. The variance justification of the applicant is due to the site constraints created by the existing gate call box serving the adjoining lot to the west at 2117 E. Dove Road. Its location significantly limits the available area for constructing a separate driveway for 2150 E. Dove Road and results in a narrow turning radius that makes ingress difficult and does not allow for fire apparatus access. Additionally, the existing shared driveway is 12 feet wide and cannot be expanded due to adjacent trees and utilities. It is their concern that physical constraints make it impossible to construct a driveway connection that will allow fire apparatus access onto 2150 E. Dove Road and can lead to vehicle backups on E. Dove Road when one vehicle is entering while another is exiting. Page 1 of 2 Item 9C In August of 2019, the property owners of 2117 E. Dove submitted a plat to split their property into two separate parcels. The Driveway Ordinance requires a minimum separation of 250' between residential and commercial driveways, as well as 100' between residential driveways off an arterial roadway. To meet the intent of the driveway separation requirements set forth in the Driveway Ordinance, the plat was approved with the requirement that a shared driveway for 2150 E. Dove Road and 2117 E. Dove Road be provided in lieu of allowing two separate driveways. The approval for the original driveway variance approved with the plat required a minimum of a 100-foot centerline spacing for residential driveways, as well as a 100-foot centerline spacing for residential to commercial driveways. The existing driveway for the parent parcel was located 132-feet from the commercial driveway to the east. The proposed driveway for 2150 E. Dove Road will be located at the same location as the original driveway that served the parent parcel prior to the subdivision of 2117 and 2150 E. Dove Road, which is currently being used for construction access. The proposed driveway would be located 132-feet from the adjacent commercial driveway to the east, which meets the intent of the original variance approval, and 72-feet from the adjacent residential driveway to the west. The residents at 2150 E. Dove are graciously requesting a variance to the approved shared driveway requirement to allow them to have their own driveway for the reasons listed above.
