PROJECT: Lighting Variance, for the Replacement of the Existing Tennis Court Lights at
Carroll Senior High School
EXECUTIVE
SUMMARY: Carroll I.S.D. is requesting a variance to Lighting Ordinance No. 693, as amended,
related to the replacement of the existing tennis court lights located at Carroll Senior
High School located at 1501 W. Southlake Blvd. Southlake, Texas.
REQUEST: Carroll I.S.D. is requesting a variance to Lighting Ordinance No. 693, as amended,
related to the replacement of the existing tennis court lights located at Carroll Senior
High School. The existing lights were installed prior to the City's Outdoor Lighting
Ordinance being in place. CISD proposes changing the current metal halide system
to a more efficient LED system. Any changes to an existing system require that the
new system comply with the current Lighting Ordinance. The proposed lighting does
not comply with the permitted lighting type, maximum intensity of illumination
permitted by the lighting ordinance. The variances requested are as follows:

The City Council, after receiving a recommendation from the Planning and Zoning
Commission, may grant a modification or variance from the provisions of the
Lighting Ordinance in any of the following circumstances:
1) Upon finding that strict application of the Ordinance would not forward
the purposes of this Ordinance or that alternatives proposed by the
applicant would satisfy the purposes of this Ordinance at least to an
equivalent degree.
2) Upon finding that an outdoor light or system of outdoor lights required for a
particular use cannot reasonably comply with the standard and provide
sufficient illumination for safety or security as determined by recommended
practices adopted by the Illuminating Engineering Society of North
American for the particular use or other evidence submitted by a
professional engineer or other professional organization.
3) Upon finding where a literal application or enforcement of the regulations
would result in practical difficulty or unnecessary hardship and the relief
granted would not be contrary to the public interest or the intent but do
substantial justice and be in accordance with the spirit of the regulations
and this Ordinance.

The Carroll Senior High School tennis court lighting system has come to the end of its useful lifecycle. Carroll ISD
Administration,along with Musco Sports Lighting,has conducted a lighting study on those courts.The study
determined that the current light levels are much lower than required for normal UIL competitions. UIL lighting
standards state that the lights should maintain a minimum average of 50 horizontal foot-candles on the playing area.
The lighting study completed by Musco shows our courts have a highest reading of 25 foot-candles down to
readings in the single digits which shows that the lighting is well below the UIL lighting standards for UIL
competition. The lighting is so poor now that we have other schools that will not come to Carroll Senior High
School to play.
CISD Administration has obtained cost estimates for replacing the current lighting system with a high efficiency
LED system. This LED system is a more cost efficient system to operate,provides higher level lighting and has
much less light overflow outside of the court surfaces.
This project would also include removing the old light poles from the middle of the court areas. Many of the
current light poles are located in the middle between the courts which is not ideal when it comes to total safety of
the playing court areas. The new 60'poles would be placed on the outside of the courts creating a safer playing
area. The combination of the taller poles and the high quality LED lighting creates a better lighting solution with
much less light bleed over outside the courts.
Carroll ISD is requesting a light variance for the Carroll Senior High School tennis courts lights replacement
project. Carroll LSD Trustees have approved the funding for Musco Sports Lighting to install the latest LED
technology sports lighting.If a variance is approved,then the project is scheduled to begin in November to be
completed by mid-January. Included with this letter is information on the new LED lighting system,light fixture
information,and examples of what the lighting may look like at night once installed.
