Introduction
A new event space building addition is being proposed at the existing Westin Hotel located at 1200 E State
Hwy 114. The proposed addition will primarily be a social meeting / banquet space to be focused on
weddings, luncheons, presentations, and other social events. The breakdown of space will consist of 3,615
square feet of meeting space; 385 square feet of restrooms; 161 square feet of green room; 215 square feet of
storage; and 589 square feet of back -of house for a total of gross building area of 5,017 square feet. A site
plan is provided at the end of this memorandum for reference.
The back of house areas have resulted in a reduction of 7 parking spaces in the parking garage. However, it is
important to note that the upper level of the parking garage, which contains 125 parking spaces, is very rarely
used. In addition, the proposed event space will mostly be used for social events on weekends, which are
times when the hotel's existing meeting space is not being used. Therefore, even if those parking spaces were
utilized for conferences, their use would not coincide with the use of the proposed event center.
As requested by the City of Southlake (City), the purpose of this technical memorandum is to update the
previous parking analysis by summarizing the changes in square footage due to the proposed event space and
therefore, the revised parking needs for the Westin Hotel, if any. The square footage for conference space
(3,615 square feet) was updated on the floor space assumptions and parking demand comparisons in the
analysis below. Since restaurant and/or room space will not change, these numbers did not change from the
previous analysis. An exception to this is the required number of spaces for hotel use for the City of
Grapevine due to its current ordinance requiring one space per room.
Proposed Changes
When the referenced parking study was prepared in 2016, the proposed number of rooms used in the analysis
was 253. The final number of rooms ended up at 261 given the addition of 8 rooms on the south end of the
building on the first floor. For the purposes of this update, 261 rooms were used in the tabulations below.

Similarly, the proposed square footage for Conference/Meeting space was 24,269 square feet and 8,745
square feet, respectively. Table 1. Floor Space Use Assumptions from the previous study has been updated
to reflect the addition of 3,615 square feet of conference/meeting space. The values that were changed due to
the addition of this space are shown in italics below and are enclosed in a text box for clarity.

Parking Requirements
For the intent of determining the parking requirements for the site based on the changes shown in Table 1.
Floor Space Use Assumptions, the same criteria described in the original study was used. Requirements for
the Cities of Southlake, Dallas, Fort Worth, and Grapevine as well as those established by the Hotel Planning
and Development Guide (HP&DG) were considered. Parking requirements of the cities of Southlake, Dallas,
and Fort Worth were updated on Table 7. Parking Requirements Comparison from those in the original
study as shown below. Given that those of the City of Grapevine and the HP&DG were calculated based on

hotel and restaurant uses only and conference/meeting space was not considered, the information on Table 7
for these requirements remained unchanged. However, the City of Grapevine's current off-street parking
ordinance requires one parking space per room, which is different than that required at the time of the
previous study. Therefore, the number of required spaces for hotel was reduced from 380 spaces to 261 for
an overall total required spaces of 348. This represents the lowest total required parking spaces of all cities
used in the comparative analysis. The requirements from the HP&DG for low (1.2), median (1.3), and high
(1.4) remained unchanged from those in the previous analysis. The updated table is shown below. The values
that were changed due to the addition of the proposed event space are shown in italics and are enclosed in a
text box for clarity.

As noted in the previous study, the City of Southlake requirements are the highest. As in the previous study,
the biggest difference is in the Conference/Meeting Space likely because the City of Southlake does not
specify a land use for conference or convention centers and also because it treats each use as stand-alone and
not as an auxiliary use. This applies to the restaurant requirements as well. This requirement is overestimated
given that the event space is auxiliary to the hotel. In addition and as stated above, the proposed event space
will mostly be used for social events on weekends, which are times when the hotel's existing meeting space is
not being used.
Conclusion
Based on the update to the parking analysis, we conclude that the Westin Hotel will continue to offer
adequate parking for its current use and for the proposed event space addition. Below is a list of points
that support this conclusion:
The calculations for the City of Southlake show to require the most spaces. However, this is due
primarily to the two reasons mentioned earlier: 1) there is not a specific requirement for
Conference/Meeting space and when using Community Center, the number is very high, and 2) it
treats each use (hotel, community center, and restaurant) as stand-alone uses and not accessory uses.
This requirement is overestimated given that the event space is auxiliary to the hotel. In addition and
as stated above, the proposed event space will mostly be used for social events on weekends, which
are times when the hotel's existing meeting space is not being used.
As in the original study, we recommend that the Westin Hotel share an area for overflow parking
through an agreement with the Gateway Church. Since the date of the original parking study, a new

parking lot has been added by the Gateway Church that is closer to the Westin Hotel site. Shuttling
service can be provided during such special events. Gateway Church originally provided a letter
dated March 11, 2016 stating their support for the Westin Hotel development and agreement to share
parking. A subsequent letter was provided by Gateway Church on January 19, 2026 confirming the
continuation of such agreement. The most current letter is attached to this analysis. In the last four
years, Gateway Church's shared parking has only been utilized by the Westin Hotel twice.
• We understand the actual number of existing parking spaces is 419 and after the reduction of 7 due to
the proposed event space, the remaining number will be 412. We find this number to be adequate
given that it is 12 spaces higher than the low (1.2) of those recommended by the HP&DG and 64
spaces higher than the lowest of all studied scenarios.
• The Westin Hotel has now been in operation for over 4 years and it's operationally proven that the
number of parking spaces is more than adequate for the hotel's daily and peak needs.
o As mentioned, Gateway Church's shared parking has only been utilized by the Westin Hotel
twice since its opening day.
o The upper level of the hotel's parking garage has 125 parking spaces which are rarely used.
o The proposed event space will be mostly used on weekends, which are times when the hotel's
existing meeting space is not being used. Therefore, even if those parking spaces were
utilized for conferences, their use would not coincide with the use of the proposed event
center.

often at times when the church's needs are at lower levels, and therefore has very little
or no effect on the church's parking needs.
