SUMMARY: Carroll ISD is requesting approval of a Plat Revision for Lots 1R1 and 1R2,
Carroll ISD No. 3 Addition, proposed as Lot 1R, Block 1, Carroll ISD No. 3
Addition and Lot 1, Old Dragon Stadium Addition, being a revision of Lot 1,
Block 1, Carroll ISD No. 3 Addition, and located at 2400 N. Carroll Avenue.
Current Zoning: “CS” Community Service District. SPIN Neighborhood #2.
DETAILS: The purpose of this request is to seek approval of a Plat Revision to subdivide
the existing 28.40-acre property into two lots. The northern lot will be
approximately 14.78 acres and contain the old Carroll Dragon Stadium, practice
fields and tennis courts and the southern will be approximately 13.50 acres,
containing the Carroll ISD administration center, facility buildings and parking
area. The northern lot will have street frontage along N. Carroll Avenue and the
southern lot have frontage along N. Carroll Avenue and E. Dove Road.

BACKGROUND INFORMATION
OWNER: Carroll ISD

PROPERTY SITUATION: 2400 N. Carroll Avenue
LEGAL DESCRIPTION: Lot 1, Block 1, Carroll ISD Addition 3, City of Southlake, Tarrant County,
Texas.
LAND USE CATEGORY: Public / Semi-Public
CURRENT ZONING: “CS” – Community Service District
HISTORY: - A single-lot Plat Showing was processed by staff in 1999 under
Planning Case ZA99-048.
- A Site Plan was approved by City Council on April 17, 1999 under
Planning Case ZA99-059.
- An Amended Plat was processed by staff in 2001 under Planning
Case ZA01-003,was not submitted for recordation.
- A Specific Use Permit was approved by City Council on September
6, 2016; approving the requested variances regarding landscaping
and co-location requirements under Planning Case ZA15-148.
* A Specific Use Permit was approved by City Council on May 17, 2005
to allow a new telecommunications tower of a flag pole structure type
to include equipment compound at the Carroll Senior High School
property located on FM 1709 and Peytonville. In 2006, a Specific Use
Permit was approved by City Council which allowed additional
equipment cabinets and antennas on the existing pole. (See Planning
Case ZA06-084)
- A Specific Use Permit was approved by City Council on September
6, 2016 to allow for an erection of a telecommunications monopole
that is designed to replace an existing sport’s field lighting pole.
- The above mentioned Specific Use Permit was re-approved by City
Council on May 16, 2017 for the same ask, but needed re-approval
since no building permits were issued and construction commenced
prior to the six-month deadline (Ord. 480, Section 45.4.b).
SOUTHLAKE
COMPREHENSIVE PLAN: Future Land Use Plan
The Southlake Future Land Use Plan designates the subject property as
Public Parks/Open Space. The Future Land Use Plan defines Public
Parks/Open Spaces as public areas designated for active and passive
recreation, such as parks and athletic complexes, and public open
space for the preservation of the scenic vistas and natural vegetation of
the City. This Land Use Plan depicts only existing Public Parks/ Open

Space facilities; potential Public Parks/ Open Space sites are illustrated
in the Parks, Recreation, and Open Space Master Plan.
Mobility Master Plan
The subject property can be accessed by North Carroll Avenue which is
described as a 70 foot 2-lane undivided collector roadway; and East
Dove Road which is described as an 88 foot 2-lane undivided arterial
roadway.

STIPULATIONS ARE HEREBY MADE CONDITIONS OF SPECIFIC USE PERMIT APPROVAL
UNLESS SPECIFICALLY AMENDED BY THE CITY COUNCIL. IF YOU HAVE ANY QUESTIONS

Planning Review
The following changes are needed according to the Subdivision Ordinance, as amended, Sections
3.01, 3.03, & 8.01:
1. Place the City case number ZA26-0007" in the lower right-hand corner of the plat.
2. Please add the lot number “Lot 1” to the Old Dragon Stadium lot on the graphic, in the title and
the dedication statement or appropriately change the name in each area as maybe requested
prior to execution and recordation.
3. Revise the title block as follows:
a. Correct the title block to “Plat Revision” rather than “Final Plat” and use the title
block formatting similar to the example below.
b. Correct the preparation date to say “January 14, 2026” rather than “January 14,
2025”
4. Show any existing easements and provide easements for any public utilities crossing the
property that are not within a dedicated. The minimum width required is 10 feet and may require
additional width dependent upon the utility.

1. There is an existing public water line loop and fire hydrants within the property that may be located
within an existing easement. If there is an existing water easement onsite, please show and label the
easement. If there is not an existing dedicated water easement, one will be required to be dedicated
with this plat revision for the existing water loop and fire hydrants.

* Please submit a revised pdf "check print" prior to submitting the blackline mylar and paper
copy with original signatures.
* All plats filed must have an original signed and stamped Tax Certificate submitted with it from
each taxing unit with jurisdiction of the real property, indicating that no delinquent taxes are
owed and that taxes for the current year have been paid. After September 1st, a certificate
showing that the taxes for that year are paid, but that the taxes for the upcoming year have yet
to be calculated is required. (House Bills 1563 & 3101). A copy of this information may be
obtained from the Tarrant County Tax Assessor/Collector’s Office located at 100 E.
Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service charge of
