Southlake Sno
Purpose and Intent
The purpose of the Southlake Sno Special Use Permit (SUP) is to preserve the existing
one-story structure, maintain all mature trees and introduce a low-impact park-like
improvements to serve the citizens of the Southlake community.
Project Location and Description
The Project contains approximately 2.08 acres at 1170 N White Chapel Blvd, Southlake,
TX 76092
Purpose and Vision
Southlake Sno is designed around stewardship, community benefit, and a deep
commitment to the family-friendly character of Southlake. Key principles include:
• Reusing the existing building rather than constructing anew
• 100% tree preservation, respecting the site’s mature oak canopy
• Seasonal operation only
• No drive-through window; walk-up service only
• Minimal environmental disturbance, with natural, pervious surfaces
• Youth employment and entrepreneurial training
• Donations from each sale to Carroll ISD booster clubs and nonprofits
The project’s first step toward this vision was the removal of all existing mobile homes
formerly on the property. Clearing these obsolete structures restored the land to a
natural condition and created the foundation for the Open Space designation.
The resulting setting feels more like a national park trailhead or small campground than
a typical commercial use slow, shaded, quiet, natural, and community-oriented.
SP-1 / Open Space Framework
The SP-1 district provides a structured path for low-intensity open-space improvements,
including:
• Crushed-granite walking paths and natural drives
• A small community garden
• Picnic tables and benches under mature trees
• Modest enhancements to the existing structure
• A light-touch renovation that preserves flexibility for future residential use
Open Space remains the principal land use. The seasonal sno -stand is permitted only
through a monitored SUP, ensuring accountability and alignment with the community.
Building Reuse & Architectural Improvements
The existing structure will be updated only as required for code compliance and
operational function:
• A walk-up ordering/pickup window
• ADA-compliant restroom
• Small interior improvements for storage and workspace
• Architectural refinements compatible with the surrounding neighborhood
Winter operations require warming equipment for hot chocolate, and because
dairy/cream products are used, a small grease trap is anticipated—likely an under-sink
configuration.
No additional square footage is added, and the structure remains residential in scale
and appearance.
Seasonal Operations & Christmas Programming
In addition to spring and summer snow-cone service, Southlake Sno will operate for a
brief Christmas-season window each year.
This winter programming is elevated by the owner’s longstanding, nationally recognized
role in Christmas entertainment:
The owner is the founder of Hire Santa, one of the largest Santa -themed entertainment
companies in the country.
Hire Santa was featured on Shark Tank on December 2, 2018, where Barbara Corcoran
invested in the company.
Through this work, the owner regularly produces high-profile Christmas experiences at
a celebrity level, including large-scale holiday activations, professional Santa training,
and appearances at major national events.
This background allows Southlake Sno to create a tasteful, magical, family-centered
holiday experience—simple in scale but exceptional in authenticity, charm, and joy.
Holiday offerings will include hot chocolate, soft winter décor, and the occasional
appearance of Santa in a low-key, neighborhood-friendly manner.
No amplified sound, late-night activity, or commercial-scale programming will occur.
Circulation, Parking & Access
Circulation through the site is intentionally naturalistic and slow, intended to evoke the
feeling of pulling into a national park picnic area rather than a commercial parking lot.
Design components include:
• One-way natural crushed-granite loop
• Parking spaces tucked beneath the tree canopy
• A single ADA parking space with a sidewalk and ramp to the entrance
• Relocated north driveway for improved safety and access management
• Walk-up service only—no vehicular approach to the serving window
• All surfaces except the ADA space and ramp are pervious crushed granite.
Landscape Enhancements
A formal landscape plan will be submitted as part of the zoning package.
Enhancements will include:
• Plantings around the building perimeter for visual and environmental “softening”
• Select landscape improvements along the roundabout frontage, creating a
distinctive, beautiful gateway element that signals the site as a special
community space
• Seating areas under the mature oak canopy
• A small, curated community garden
The landscape plan reinforces the Open Space designation and elevates the existing
natural beauty of the site.
Signage
Two categories of signage are planned:
• Monument Signs
o Monument signs will be placed at the entrance and exit, fully compliant
with the City’s monument sign standards and scaled to the park-like
character of the site.
• Building Signage
o Because of the small scale and geometry of the existing building, a
variance will likely be required for building-mounted identification signage.
o Signage will remain subtle, tasteful, and intentionally minimal.
A full signage package will be submitted through separate permitting.
Lighting
Lighting will be modest and comply with all ordinance requirements:
• Warm, soft string lighting under tree canopies
• Low-glare building lighting
• No tall poles or commercial floodlighting
• No light spillover to adjacent properties
The intent is to maintain a quiet, natural, evening-friendly park atmosphere.
Utilities, Drainage & Grading
The existing water, sewer, and electrical service will be reused.
Drainage patterns remain undisturbed due to the use of pervious surfaces.
Grading modifications are expected to be limited to the ADA parking space and ramp
transition.
A small grease trap will be installed, most likely under-sink, to address winter hot-
chocolate operations.
Traffic Considerations
Deshazo Group (traffic engineers) is preparing a formal statement assessing the site’s
impact.
Based on the limited scale, seasonal nature, and open -space orientation of the use, the
traffic impact is expected to be de minimis.
SUP Term & Review
The applicant respectfully requests that the SUP:
• Include periodic review and re-approval.
• With an initial five-year term.
This ensures ongoing alignment with community expectations, city standards, and
neighboring properties.
Conclusion
Southlake Sno is a low-impact, reversible, community-centered, open-space
enhancement that preserves the land while offering families a wholesome, joyful, and
educational experience.
