Item 9B - Demonstration and PlansSIGN VARIANCE APPLICATION NARRATIVE FOR WORLDCLASS GARAGES, LLC WorldClass Garages LLC is a luxury garage community located at 900-950 Davis Blvd., Southlake. The project is currently under construction and is requesting a temporary variance to attach custom printed windscreens to temporary chain link fence located at the east side of the property along the Davis Blvd frontage. The purpose of the windscreens is to hide from the public view, equipment and storage containers as well as to cut down on dust coming off the site. The windscreens will be removed when the fences are removed at the completion of construction of the development. The first windscreens will be removed on the northeast of the property once Phase 1 of the Garages construction is completed and certificate of occupancy is received from the City of Southlake, estimated to be during the 4' quarter of 2026. The windscreens and fencing towards the southeast end of the project will be removed upon completion of Phase 2 when the CO is received, estimated in the 4' quarter of 2027. The maximum length of fence along Davis Blvd to cover is 450 feet, which would be a maximum of 9 windscreens. The windscreens measure 6-feet high (the height of the fence) and 50-feet in length and are based on neutral colors (white/grey/black). They will be attached to the fence using heavy- duty zip ties; the windscreens have reinforced grommets 1 feet apart. The Developer, Gary Shimmin, and the General Contractor, Mike Riffel, will be responsible for maintaining the windscreens and fences should a zip tie need to be replaced. We are requesting to install: • (1) WorldClass Garages windscreen • (1) Nine Ten Davis (medical/office/retail building) windscreen • (1) Glacier Commercial Realty windscreen • (1) LinkUs windscreen • (5) Rif Con General Contractor windscreens to cover the remaining fence I have provided artwork and rendering for each windscreen design so the staff, board/committee/council members can see exactly what is going up.
