Agenda Item # 2 Approval of Minutes
With no comments or amendments to the minutes, Mr. Sorenson,
Chairman deemed the March 12, 1990 minutes approved.
Agenda Item # 3 Administrative Comments
Mrs. Gandy reported that as of this date there were no cases
pending for April.
Agenda Item # 4 Case # 87 Request for Special Exception Use
Case No. 87 is a Special Exception Use request for the operation of
a concrete batching or transient mix plant per Ordinanace No. 480,
i Section 44.12 (jj). The owner of the property is Chapel Downs
Joint Venture. The applicant is the L. H. Lacy Company, paving
contractor for Chapel Downs Addition.
do The property is located in the 700 - 1000 block of North White
Chapel Blvd. being legally described as 65 acres out of the W. W.
Hall Survey, Abstract No. 687.

A presentation was made by Karen Gandy, Zoning Administrator, who
stated that the development is zoned Single Family 20 A and Single
Family 30 A. There were no letters required to be sent to property
owners within 200 feet of the proposed site.
Allen G. Blakenship represented the applicant, L. H. Lacy Company.
Mr. Minder was concerned as to the distance the plant would be
located from the Mission Hills subdivision. Mr. Blankenship stated
the plant would be 1100 feet North of the Mission Hills Subdivision
and that the permit had been obtained from the Texas Air Quality
Control Board and was approved for a 60 days operation.
The starting date would begin on the first day of operation.
Weather permitting operation should begin around April 1, 1990.
Provisions for material routing would be Hwy. 114 to White Chapel.

Mr. Sorenson stated the findings that this special exception is
specifically permitted by this ordinance, the location of the
proposed activities and improvements are defined on the site plan,
the special exception is a permissible usage and is compatible with
WI adjacent property.
* A motion to grant Case # 87 for the special use as requested for
operation a temporary concrete batching of transient mix plant,
operation not to exceed 60 days. The 60 days will commence on
notification to the department of public works.
