Agenda Item #2 Approval of Minutes.
With no objections the Chairman deemed the minutes of February 28,
1991 approved.
Agenda Item #3 Administrative Comments.
Mrs. Gandy reported that there were 3 (three) new cases for April
25, 1991.
Agenda Item #4 Case #119, Request for a variance.
Case #119 a request for a variance to the front yard setback per
Ordinance No. 480, Section 11.5 (b) requiring a minimum of forty
feet (40') in the Single Family-1 District. The property is
located at 1040 Thousand Oaks Court being legally described as
Block A, Lot 2, Carmel Bay Addition. The owners are Mr. and Mrs.
Manuel Gurule and the Applicant is Vector Associates, Inc.
A presentation was made by Karen Gandy, Zoning Administrator. Mrs.
Gandy reported that nine (9) letters were sent to property owners
within 200 feet with one (1) response in favor of the variance.
Public Hearing.
Kerry Overall 4201 Wingren Drive #104 Irving, Texas of Vector
Associates, Inc., the applicant, asking for a 25 foot front setback
instead of the required 40 foot. He pointed out the configuration
of the lot with a plot plan showing a house, pool, and family
quarters.
There was no opposition to the request.
Public Hearing Closed.
A motion was made to granted the variance to the frontyard setback
of forty (401) feet as required by the SF 1 Zoning District. The
resulting frontyard setback would be thirty (301) feet.

Agenda Item # 4 continued.
Finding stated were that special conditions and circumstances exist
which are peculiar to the land, structure, or building involved and
which are not applicable to other lands, structures or buildings in
the same district. That literal interpretation of the provisions of
this ordinance would deprive the applicant of rights commonly
enjoyed by other properties in the same district under the terms of
this ordinance. That granting of the variance requested will not
confer on the applicant any special privilege that is denied by
this ordinance to other lands, structures, or buildings in the dame
district.

Vote: 4-0 to grant 30 foot frontyard setback
Agenda Item #5 Case #120 Request for a Special Exception Use.
Case #120 , a request for a Special Exception Use permit for a
family quarters per Ordinance No. 480, Section 44.12 (n). The
property is located at 1040 Thousand Oaks Court, being legally
described as Block A, Lot 2, Carmel Bay Addition. The owners are
Mr. and Mrs. Manuel Gurule; the applicant is Vector Associates, Inc.

quarters as shown on the site plan. Mr. Overall pointed out on a
display drawing, the structure is a two story building with each
floor being 750 square feet and the upper level being the family
quarters and the lower level being a boat house, natural vegetation
will act as the screening.
Hani Ghorayer 709 Hughes Dr. Irving, Texas spoke in favor of the
Special Exception Use.
Manuel M. Gurule, owner, 902 Wren Ridge Grapevine, Texas spoke in
favor of the Special Exception Use.

After a lengthy discussion with the applicant and owner the
following requirements for a family quarters as a separate
accessory building were stated by Mr. Sorenson from ordinance 480
44-12 n:
1. Floor area shall not exceed 1000 square feet.
2. If the quarters exist as a separate accessory
building to the principal dwelling, such quarters must be
located at a distance of at least thirty (30) feet
behind the principal dwelling , or not be visible from
the street.
3. Such quarters must share a common street access with the
principal dwelling.
4. All utilities must be on the same meter as the principal
dwelling.
5. A separate septic system from the principal dwelling is
required.
The Applicant asked that Case #120 be tabled.
A motion was made to table Case #120 until April 25, 1991.

Vote: 4-0 to table Case #120
Agenda Item #6 Meeting Adjourned.

M E M O R A N D U M

TO: Gary Fickes, Mayor, City of Southlake
FROM: Janet Murphy, Chairperson, Park Board
SUBJECT: Bear Creek Linear Park
During the past few months there has been considerable
discussion about the possibilities of a linear recreational
park system along Bear Creek from the City of Keller to
Grapevine. Myself and members of the.staff have met with staff
from Keller and Colleyville and have informed the other Park
Board members of the potential of the Bear Creek Linear Park.
With this memorandum, the Park Board would like to formally
express our support for the Bear Creek Linear Park. We
encourage the Commission and City Council to consider the
potential of this linear park during your review of
developments along Bear Creek. In particular, the Timarron
development proposed by Mobil could greatly enhance Southlake's
participation in a multi-city project.
The members of the Park Board would welcome the opportunity to
provide the Council with more information regarding the Bear
Creek Linear Park should you so desire.

NEWS RELEASE
SOUTHLAKE PARKS AND RECREATION SURVEY
The City of Southlake has contracted with Schrickel, Rollins and
Associates of Arlington, Texas, for the preparation of a
comprehensive Park, Recreation and Open Space Master Plan. As a
part of this plan the consultant will be sending out several
hundred surveys to randomly selected citizens on April 12, 1991.
Citizens are urged to complete and return these surveys by April
26, 1991. It is also anticipated that a public meeting will be
held at City Hall concerning the Park Master Plan during the second
week of May for input from all interested parties.
