Chairman; Joe Bentley, Robert Downard, Dennis Minder, Alternate #1.
MEMBER ABSENT: Fred Joyce, Alternate #2.
STAFF MEMBERS PRESENT: Karen Gandy, Zoning Administrator and Jean
Bryson, Building Secretary.
Agenda Item 2 Approval Minutes.
Minutes of November 29, 1990 Meeting was deemed approved by the
Chairman, with no objections.
Agenda Item 3 Administrative Comments.
rri Mr. Sorenson commented on the revisions of Ordinance No. 480.
.OR Agenda Item 4 Case #113 Request approval of amended site plan.
Continuation of Case #113 a request for approval of an amended,site
plan for a metering station which will include a motor control
center building, a header, a meter skid, a meter prover, filters
+ and a storage tank. The request as revised was made by Fina Oil and
Chemical as applicant and owner. The property is located at 2401
Highway No. 26.
A presentation was made by Karen Gandy, Zoning Administrator.
Public Hearing.
Barry Hudson, Everage Consultants, Fort Worth, representing Koch
3 Refining Company and Fina Oil. Mr. Hudson presented a"group of
pictures to the board for viewing.
W No opposition expressed.
Public Hearing Closed.
With no comments from the board, a motion was made to grant Case
# 113 the request for amended site plan for a metering station.

Item # 5 Case # 117 Request for.Special Exception Use.
Case # 117 is a request for a special exception use permit for a
golf driving range in the Agricultural zoning district. The
location of the property is at the Southeast corner of the
intersection of West Continental Blvd and Davis Blvd. (FM 1938).
It is legally described as 12.9436 acres out of the S H Thompson
Survey, Abstract No. 1504 and the L A Clay Survey, Abstract No. 346.
The owner applicant is Betsy Shatley dba Tex Art Stone Company at
8900 Davis Blvd. There were 16 letters sent to property owners
within 200 feet and to date there has been one inquiry, Mr. David
Howell, representative for Country Walk Addition.
A presentation was made by Karen Gandy, Zoning Administrator.
Public Hearing.
Betsy Shatley, owner/applicant, 8900 Davis Blvd.and sons, Jack and
Josh Shatley, made a presentation and answered questions on site
plan, lighting, fencing, trees, landscaping, buffer, parking,
business hours and safety.
David Howell, Continental Joint Venture, Dallas, spoke in
try opposition concerning lighting and objectionable view of a 25'
fence.
Craig Curry, The Nelson Corporation, Dallas, spoke with the same
opposition as Mr. Howell.
MR Public Hearing Closed.
After a lengthy discussion with the applicant, the Board would like
the following issues addressed:

1. Adequacy of the screening along West Continental Blvd. to
the North, along the proposed Country Walk Addition to
the East, and along the South Property line.
2. Limitations of the height and wattage of the four (4)
light standards proposed in the tee box area.
3. Landscaping proposed to enhance the aesthetics of the
project.
4. Parking as established by the Board.
5. Liability coverage.
6. Safety concerns regarding the height of the screening
devices as well as the wind velocity it can withstand.

A motion was made to continue the meeting February 14, 1991 with a
revised site plan.

OR Agenda Item # 6 Case # 118 Request for Special Exception Use.
Case # 118 is a Special Exception Use request for the operation of
a temporary concrete batching plant for street paving in SouthView,
Phase I.
The owner is Dixtor International, U. S., Inc., Tom Mathews Manager
of SouthView Joint Venture. The applicant is J. L. Bertram
Construction and Engineering, Inc. The property is located in the
500-600 Block of N. Carroll Ave. across from City Hall. The batch
plant is to be located on Lots 14 and 15 Block 1 SouthView, Phase I.
There was one (1) letter sent with no response to Mr. T. J. McHale,
owner of the Office-1 adjacent to the proposed location.
A presentation was made by Karen Gandy, Zoning Administrator.
Public Hearing.
John Levitt, Project Engineer for SouthView Joint Venture spoke in
favor of the request.
No opposition expressed.
Public Hearing Closed.
A motion to grant the Special Exception Use request as outlined for
a 90 day period beginning on erection of the plant. The safety of
the egress is to be determined by the City Engineer.
