ML\IUTES OF THE REGULAR MEETING OF T.E
TOWN COMIC IL, TOWN OF SOL74LAKE, TEXAS, NOV., 1959
Pursuant to the call of the Mayor and to notice given to all members
of the Town Council, stating time, place, and purpose of the meeting,
. the regular meeting of the Town Council of Southlake, Texas, was
held November 14, 1959, at the Carroll School. The following members
' were present constituting a quorum:
Mayor John IT. Stevenson
Councilmen J. J. Carlile
L. A. Casey
W. C. Cummings
C. M. Gordcn
Also present were Judge Reid Jamison and Mr. 0. W. Casparis, Jr.
of Tri County Electric Company.
The Mayor called the meeting to order at 2:15 p.m. The minutes of
the October Council meeting were read by the Secretary and approved
by the Council. A financial report was given showing a balance of
;1160.25, which included a gross receipts' tax just received from
the Texas Power and Light Company.
An amendment to the Marshal's bond, endorsed payable to 111-layor of
the Town of Southlake, Texas," was received.
Contributions to the Carroll School P. T. A. and the Grapevine Fire
Department were discussed. The Secretary was asked to make a tally
of the months and years in which ccntribu.tions have been made.
.'Ir. C. a. Gordon reported on meetings of the Citizens' Planning Council
' of Tarrant County. The Council decided to look into membership.
Mayor Stevenson or RIr. Gordon will keep the Council advised of any
meetings.
Enforcement of the building code was discussed.
Mr. Carlile brought up the question of a franchise for the Tri County
Electrical Company. I>Ir. Casparis, manager of Tri County REA, requested
a franchise and presented a franchise form for the Council's consi-
deration.
Mr. Casey moved that Tri County REA be given a franchise. Mr. Gordon
seconded his r.?otion, and a discussion was held.
Mr. Gordon moved that a representative from the Texas Power and Light
Company be contacted, that he meet with the Council as early as pos-
sible within two weeks, that at the same meeting the Council vote,

and that, in the meantime, the Council should get legal opinion on
the proposed ordinance. i,Rr. Carlile seconded the motion, and it
was adopted unanimously.
There was a discussion regarding MI,. Brenskd's proposal to put a
bakery on the D. & L. Ranch premises.
The meeting was adjourned at 4:20 p.m.
