Item 6B - MemoCITY OF SOUTHLAKE MEMORANDUM January 20, 2026 To: Alison Ortowski, City Manager From: Lauren LaNeave, Interim Director of Public Works Item 6B Subject: Approve Ordinance No. 1298, 2nd Reading, adopting an ordinance to establish parking restrictions on Bordeaux Drive between South Carroll Avenue and Lorraine Drive and on Ascot Drive between North White Chapel Drive and Saratoga Drive. Actions Requested: Approve Ordinance No. 1298 amending Chapter 18, Traffic and Vehicles, Section 18-184, "Parking Restrictions on Certain Streets," of the Southlake Code of Ordinances to establish no -parking zones along designated portions of Ascot Drive and Bordeaux Drive. Background Information: City staff have received multiple resident concerns regarding school -related parking congestion along Ascot Drive and Bordeaux Drive. These concerns primarily relate to traffic circulation, visibility, and access challenges during peak school pick-up periods. In response, the Public Works and Police Departments conducted on - site observations to evaluate existing conditions and operational impacts. These observations confirmed ingress and egress constraints during school dismissal times, particularly with regard to traffic flow, emergency access, and fire apparatus clearance. The proposed ordinance would establish limited parking restrictions on Ascot Drive between North White Chapel Drive and Saratoga Drive, and on Bordeaux Drive between South Carroll Avenue and Lorraine Drive. The intent of these restrictions is to improve traffic safety and flow, maintain adequate roadway clearance, and ensure reliable access for emergency vehicles during critical periods. The proposed restrictions would apply only during school days from 2:30 p.m. to 4:00 p.m., allowing flexibility for residents outside of peak congestion times. The City of Southlake has previously adopted ordinances, codified in Section 18-184 of the Code of Ordinances, to prohibit parking on specific streets where roadway width, traffic operations, or public safety considerations warrant parking restrictions. The proposed Page 1 of 3 Item 6B ordinance is consistent with prior City Council actions addressing similar safety and operational concerns in residential neighborhoods near schools. Approval of Ordinance No. 1298 would formalize these targeted parking restrictions to address documented congestion and safety issues while balancing neighborhood access needs. If approved on second reading, staff will begin coordinating with property owners on sign placement and installation of the signs. Staff will also begin communications through the City's social media channels and with Carroll ISD to help educate drivers about the restrictions. Financial Considerations: The estimated cost for labor and materials is approximately $3,400. Costs related to signage installation will be handled within existing departmental resources in the General Fund. Strategic Link: F2: Investing to provide & maintain high quality public assets. Citizen Input/ Board Review: Community engagement on this item formally began on October 30, when City staff mailed notification letters to sixteen affected property owners, including all Ascot Drive residents, describing the raised concerns, presenting potential options, and requesting input prior to moving forward. After residents raised questions regarding timing, sign placement, and map clarity, staff issued a follow-up letter on November 6 to clarify the options and address the feedback received. Of the fourteen residents on Ascot Drive, approximately 57% expressed support for some form of parking restriction, 21 % opposed the proposal, and 21 % did not respond. Two residents on Bordeaux Drive were impacted by the proposed changes; one response in favor was received, and one resident did not respond. On November 25, staff shared survey results and next steps toward City Council consideration, including anticipated meeting dates. Throughout the October —November outreach period, staff also responded to phone calls and emails from residents to answer questions, review maps, and gather additional input, which Page 2 of 3 Item 6B informed the refinements reflected in the proposal presented for Council consideration. Since the November 25, 2025, letter staff has not received additional questions or feedback from residents. The first reading of this ordinance was approved on consent at the January 6, 2026, City Council meeting. Legal Review: The proposed ordinance has been reviewed and approved by the City Attorney. Since first reading, the ordinance has been revised for clarification and consistency with the City's codification standards. Updates include technical edits to align references to the City Code/Code of Ordinances, minor formatting and grammatical corrections, and refinement of the section language adding the parking restrictions on Ascot Drive and Bordeaux Drive. No substantive changes were made to the location, limits, or hours of the proposed no -parking zones. Alternatives: The City Council may approve or deny Ordinance No. 1298. WHEREAS, the City of Southlake is a home rule city acting under its charter adopted by the electorate pursuant to Article XI, Section 5, of the Texas Constitution and Chapter 9 of the Local Government Code; and WHEREAS, the City has previously enacted ordinances, now codified in Section 18-184 of the Southlake City Code, prohibiting parking on certain streets in the City; and WHEREAS, the Director of Public Works deems it advisable to establish a no parking zone effective from 2:30 p.m. until 4:00 p.m. on days on which school is in session along: 1. Both sides of Ascot Drive from N. White Chapel Drive to Saratoga Drive; and 2. Both sides of Bordeaux Drive from S. Carroll Avenue to Lorraine Drive; and WHEREAS, the City Council has determined that it is in the best interest of the public health, safety and welfare to enact this ordinance to prohibit parking on these portions of roadways. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1. That Chapter 18, "Traffic and Vehicles", Section 18-184, "Parking Restrictions on certain streets" of the Southlake City Code is hereby amended to add new subsections (i) "Ascot Drive" and 0) "Bordeaux Drive" to read as follows: Sec. 18-184 Parking Restrictions on certain streets. (i) Ascot Drive. It shall be unlawful to park, stand or stop any vehicle along both sides Ascot Drive between N. White Chapel Drive and Saratoga Drive from 2:30 p.m. to 4:00 p.m. on days on which school is in session. The Public Works department of the city is hereby directed to place signs prohibiting the stopping, standing or parking of vehicles Page 1 of 4 along Ascot Drive between N. White Chapel Drive and Saratoga Drive. Such signs shall be official signs, and no person shall stop, stand or park any vehicle in violation of the restrictions stated on such signs. The prohibition against parking in such area shall not be effective until the signs are in place. (f) Bordeaux Drive. It shall be unlawful to park, stand or stop any vehicle along both sides of Bordeaux Drive from S. Carroll Avenue to Lorraine Drive from 2:30 p.m. to 4:00 p.m. on days on which school is in session. The Public Works department of the city is hereby directed to place signs prohibiting the stopping, standing or parking of vehicles along Bordeaux Drive from S. Carroll Avenue to Lorraine Drive. Such signs shall be official signs, and no person shall stop, stand or park any vehicle in violation of the restrictions stated on such signs. The prohibition against parking in such area shall not be effective until the signs are in place. SECTION 2. The Director of Public Works, or her designee, shall post and install appropriate no parking signage along the designated portion of roadway. SECTION 3. This ordinance shall be cumulative of all provisions of ordinances and of the Code of Ordinances of the City of Southlake, Texas, as amended, except where the provisions of this ordinance are in direct conflict with the provisions of such ordinances and such Code, in which event the conflicting provisions of such ordinances and such Code are hereby repealed. SECTION 4. It is hereby declared to be the intention of the City Council that the phrases, clauses, sentences, paragraphs and sections of this Ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this Ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining, phrase, clauses, sentences, paragraphs or sections of this Ordinance since the same would have been enacted by the City Council without incorporation in this Ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. SECTION 5. Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this Ordinance shall be fined not more than Five Hundred Dollars ($500.00) for each offense. Each day that a violation is permitted to exist shall constitute a separate offense. Page 2 of 4 SECTION 6. All rights and remedies of the City of Southlake, Texas, are expressly saved as to any and all violations involving parking regulations which have accrued at the time of the effective date of this Ordinance; and, as to such accrued violations and all pending litigation, both civil and criminal, whether pending in court or not, under such ordinances same shall not be affected by this Ordinance but may be prosecuted until final disposition by the courts. SECTION 7. The City Secretary of the City of Southlake is hereby directed to publish in the official newspaper of the City of Southlake, the caption, penalty clause, and effective date clause of this ordinance as authorized by the City Charter and Section 52.013 of the Local Government Code. SECTION 8. This ordinance shall be in full force and effect from and after its passage and publication as required by law, and it is so ordained. While no emergency access issues have been reported, City staff has observed traffic congestion during school hours that affects the overall flow of vehicles. To make these restrictions enforceable, the City Council must adopt an ordinance. Consideration of this ordinance is tentatively planned for November or December. Before moving forward, the City would like to hear from all affected residents. This letter serves as the first step in that process.
