MINUTES OF THE REGULAR MEETING OF TOWN COUNCIL,
TOWN OF SOUTHLAKE, TEXAS, DEC. 13, 1958.

Aftwl* Pursuant to the call of the Mayor, and to notice given to all members of
"%w the Town Council, stating time, place, and purpose of the meeting, the
regular meeting of the Tcwn Council, Southlake, Texas was held Saturday
afternoon, December 13, 1958, at Carroll School. The following members
were present constituting a quorum:

L. A. Casey
Also present were Judge Albert Graves, Building Commissioner Frank Denton,
AN and members attending the public hearing.
The Mayor opened the meeting by making apologies for the mistake in the
"Grapevine Sun" weekly paper about the date of the regular meeting and
public hearing of December 13, 1958.
A correction was made in the minutes of the November meetings in regard
to a letter received from the Department of Civil Defense of Fort Worth,
Texas, asking the City of Southlake to co-operate with them in the use
of equipment in case of national disaster. After having made investigation
into the matter, Mayor Eubanks asked the Council to further consider the
matter before agreeing to co-operate with the Fort Worth Department.

A question was brought before the Council in regard to the gross receipts
tax that is paid to the City of Southlake by the Texas Power and Light
Company. The Mayor explained that T. P. & L. pays annually to Southlake
1%(one per cent) of their gross revenue collected in the City of Southlake.

The minutes of the two special meetings of the Town Council held November
170 1958 and December 1, 1958 were read by the Secretary and approved by
the Council.
Mayor Eubanks explained the financial operation of the City to the persons
present at the public hearing. Besides the 1% gross revenue tax from the
Texas Power and Light Company, the City receives quarterly payments from
the Southwestern States Telephone Company on their franchise in Southlake t
and income is received through building permits.
Each year Southlake conttibutes $100 ( one hundred dollars) to the
• Grapevine, Texas Fire Department for giving their services in case of fire
in Southlake. The City also makes a donation to the Grapevine School
Board each year. The Marshall's salary is $45 (Forth-five dollars)
a month. This is the only payment made by the City except for miscellaneous
expenditures from time to time such as secretarial supplies.
The City Attorney is furnished Southlake by the Texas Power and Light
Company. He receives no money at all fray the City.

The Mayor read a letter from the Grapevine School System with reference to
a driver of a vehicle passing a school bus. Without zoning and law protection
it is not required for a driver to stop when a school bus is loading or
unloading children. This was brought out by the Mayor and the Grapevina
School System.
A petition requesting immediate release of the present City Marshall was
received and acknowledged by the Council. C. M. Gordon motioned that
sworn statements saying that the City Marshall acted in conduct unbecoming
to an officer of the law be brought before the Council to be used in
Court. These statements would be read and acknowledged at the meeting of
the Council to be held in January, 1959. J. J. Carlile seconded the motion."
L. A. Casey motioned that an amendment be made in regard to C. M. Gordon's
motion. %r. Casey asked that a special meeting be held on the night of
Monday, December 29, 1958. The purpose of this meeting would be to rw
consider the release of the Marshall and to acknowledge and sworn of fa-
davits that might be received stating that the Marshall had acted in such
a way to deserve suspension. These affadavits are necessary before the
Council can take an action. The motion was seconded
any by J. J. Carlile.
It was approved unanimously by the Council.
The Mayor explained the revisions that were made in Ordinance No. 119 at
the special meeting of the Council on December 1, 1958.
The Single-family dwelling was changed to multi-family dwelling. w
The square footage of a house was changed from 1,000 feet to
750 feet.
Any form of livestock or poultry will be permitted in Southlake.
Article H under Section 14 of the Zoning Ordinance which reads:
"Any existing non-conforming restAurant or cafe as defined in
this ordinance, in Commercial District, shall be discontinued
or made to conform to all the requirements prescribed by this
ordinance within six months after the effective date hereof*"
was omitted by the council members from the Ordinance.
Mr. Frank Denton explained that the building code would not take care of
the zoning as expressed in the Zoning Ordinance No. 119.
he Vgiyor explained that the Council will have nothing to do with the s
/enforcement of the zoning ordinance once it is passed. A Board of Arbi-
tration will be responsible for enforcing it.
The Zoning Ordinance was left up to the Council for consideration. The "
Mayor asked the Council members to keep in mind how the residents of
Southlake feel about the Ordinance No. 119 as they consider whether or
not to pass the ordinance. a.
