COUNCIL MEETING
April 16, 1962
The regular meeting of the City Council of Southlake was
:4 held on April 16, 1962 in the City Hall. The meeting was called
to order at 8 PM by Mayor John Stevenson and the first official
business was the administ^kAW of the oath of office to the
newly elected City Councilmen. Paul Schell, unexpired term of
Wade Cummings, resigned, Place 1, W. H. Crumbaker, Place 3,
John R. Tate, Place 4, Earl Williams, re-elected to Place 5.
Minutes of the previous meeting were regd and mention made of election.
Resolution Number 20 authorizing the acceptance of the findings
of the election held on Aril 3, 1962 was read and approved by
the Council. J. J. Carli a made the motdon to accept the results
I, and W. H. Crumbaker seconded the motion.
:q Routine bills were presented and approved for payment:
Stafford-Lowden for election supplies; election judge L. T.
` Cathcart, and two clerks, Mrs. L. A. Casey and Mrs. J. D. Cate,
$12.00 and $10.00 respectively; Frank Lanford $32.00 for cases
tried; Keller Austin, Irene Nelson, Burris Grocery, routine expense
amounts. Motion to pay these expense items was made by J. J.
Carlile and seconded by Paul Schell.
Mayor Stevenson suggested that a map should be given to the
new councilmen. Mr. Earl Williams made the motion that Mr. C. N.
Gordon be asked to supply five new maps for tkis purpose and to
have an extra one in the office of the City Secretary. Motion
seconded by J. J. Carlile, carried.
Mayor Stevenson made the following appointments for the
coming year: Frank Denton, chairman of the Building and Zoning
commission, W. E. Mayfield, George Schultze, Howard M. Hunter,
Harold I. Knight, to serve on his committee. John Quinn, chairman
of the Board of Adjustments, Charles Young, L. T. Cathcart, Judson
Joyce, Crawford Hall, to serve on his committee. Keller Austin,
City Marshal, Irene Nelson, City Secretary, Ben MdClure, City
Attorney, were reappointed. Mgti® was made by Paul Schell and
r seconded by Earl Williams that these appointments be approved;
motion carried.
Mayor Stevenson discussed the need of having Mr. McClure
draw up an affidavit for Mr. Harry Simpson to sign in connection
with the small houses he was building on his property. Mr. Simpson
14 alleged he was going to move the buildings promptly from the site--
d that they were being built for sale and no intent to have them remain
on the premises and be tenanted was contemplated. No action for
the immediate time was taken but the Marshal was instructed to let
Mr. Simpson know that the Council was deeply interested in the
project and would take the necessary steps to see that the building
and zoning restrictions were enforced.

Rockledge Park improvements were discussed. A bill from
Messrs. Holder and French was presented. This was in the amount of $511.53 and covered certain construction work on a boat
launching ramp and beach improvements. Councilmen Earl Williams
and John R. Tate were asked to inspect this work. Tf they
were satisfied with the work and it met the approval of the
Corp of Engineers, the bill would be OKID for payment at the
next regular meeting.
The matter of obtaining a film depicting safety measures
for school children and busses was discussed. Mr. Williams had
investigated this matter and stated that a time would be set-up
for the showing of such a film at Carroll School; Mayor Stevenson
suggested the film be offered to Grapevine Schools as well.
Mr. W. H. Crumbaker and Er. Paul Schell were asked to
inquire into the feasibility of larger stop and school signs
for the school zone. A general discussion of the need for
emphasizing safdty measures followed.
There was no further business to be transacted and
upon motion of Mr. Earl Williams, the meeting was adjourned.
