ZONING BOARD OF ADJUSTMENT MEETING: December 11, 2025
LOCATION: 1400 Main Street, Southlake, Texas
Regular Session - City Council Chambers of Town Hall
Members Present: Board members: Jeff Medici - Chairman, David Treichler - Vice Chairman,
Clinton Snead - Place 1, and Frank Bernardo - Alternate 2.
Members Absent: Board members: Trey Verbick - Place 3, Heather King - Place 4, Ryan
Peabody - Alternate 1, Mark Harris - Alternate 3 and Al Karmali - Alternate 4.
Staff Present: Deputy Director of Planning Jennifer Crosby, Principal Planner Wayne Powell,
Planner Cyndi Cheng, and Board Secretary Denia Reyes.
REGULAR SESSION:
1. Call to Order: Chairman Medici called the Regular Session to order at 6:34 P.M.
2. Approval of the Minutes: Chairman Medici opened the discussion of the minutes of the
Zoning Board of Adjustment meeting for November 13, 2025.
A motion was made to Approve the minutes of the Zoning Board of Adjustment for meetings
November 13, 2025.

Ayes: Snead, Bernardo, Treichler, Medici
Nays: None
Abstain: None
Vote: 4-0-0
Motion: Approved
3. Administrative Comments: Deputy Director of Planning Jennifer Crosby announced that the
next meeting scheduled is January 15, 2026.

4. Consider: ZBA25-0016, Special Exception Use per Zoning Ordinance No. 480, as amended,
Section 44.12(6), for a reduction in the required setbacks from property lines for a
residential accessory structure on property described as Lot 14, Hilltop Acres Addition, an
addition to the City of Southlake, Tarrant County, Texas, and located at 4021 Hilltop Drive.
Current Zoning: “SF-1A” Single Family Residential District. PUBLIC HEARING
Planner Cyndi Cheng presented details of the case with a slide show presentation to the Board.
Nicholas Carter is seeking approval of Special Exception Use to reduce the required setback to
A minimum of 10 feet for a residential detached carport proposed on the site.
The applicant contends that the location of existing improvements and topographical
Issues necessitate the location of the structure.
The proposed structure will be 1,124 square feet and approximately 10 feet in height.
The structure will be approximately 13’ 5” from the rear east property line and 10’ from the
North property line.
The applicant Nicholas Carter, once sworn in, presented testimony, and answered questions from
the Board.
Chairman Medici asked if there were those in the audience who wished to speak in support of the
request.
There being none, Chairman Medici asked if there were those in the audience who wished to
speak in opposition to the request.
There being none, Chairman Medici closed the public hearing and opened the item for discussion
from the Board.
A motion was made to Approve case ZBA25-0016
