1960-02-13 MINUTES OF THE RE GL'LAR MEETING OF THE 4 TOWN ODU14CIL, TO'JP1`,i OF SOUTHLAKE, TEXAS,FEB., 1960 14 41 Pursuant to the call of the Mayor and to notice given to all members of the Town Council stating time, place, and purpose of the meeting 10 the regular meeting of the Town Council of Southlake, Texas, was held February 13, 1960, at the Carroll School. The following members were present constituting a quorum: 3 tayor John LT. Stevenson ,rr Councilmen J. J. Carlile L. A. Casey W. C. Cummings C. M. Gordon Also present was Mr. Williams, a citizen of Southlake. ~r Mayor Stevenson called the meeting to order at 1:20 p.m. The minutes of the previous meeting were approved as read by the secretary. A financial report showed a balance of ~96b.60. The Mayor presented the papers which had been drawn up for "Ordinance No. 12h, an ordinance amending Paragraph "L" Section 5 of Ordinance No. 96, fees on permits and inspections for the Town of Southlake, Texas." Since this ordinance had already been passed by the Council, copies were given to the secretary to file. The matter of election of officers for the Town of Southlake was brought up. 'Mr. Carlile moved that Resolution No. 14 call a Town election to be held on April 5, 1960. His motion was seconded and adopted unani- mcusly. The Marshal will post the Order and Notice of Town Election in three public places. Anyone wishing to run for office may get an ap- plication blank from the secretary and file it with the lvayor not later than midnight, March 1, 1960. On motion of Mr. Carlile the Council unanimously chose Mr. L. T. Cathcart to be election judge. Mayor Stevenson and Mr. Cathcart were given the authority to select the assistant judge and the clerk. The ':gayor notified the Council of the death of Mr. G. P. Gleeson. Flow- ers had been sent; the secretary was asked to write a letter to T;ir. Gleeson's family expressing Southlake's gratitude for his help. ~r On motion of Mir. Gordon the Council unanimously selected i1r. Ben McClure to be City Attorney. 0 w sr 40 L"'UT7S, FEB., 1960 2 L.r. Carlile moved that the City Secretary be paid a salary of x;10 a month for expenses involved in the job, that the effective date be February 1, 1960, and that the amount be payable monthly. On additional cost due to changes in plans and specifications.y an additional fee must be paid by the nwner or his authorized agent in accordance with the above sohedulo. However, inspection tees for special items such as plumbing, a hosting, electrical work, sprinkler systems, fire escapes, signs, end billboards, wrecking of houses, moving picture shows, film exchanges, moving houses through public strests or alloys, gasoline a tanks and pumps, fuel oil tanks and equirment, dry cleaning establishment*, eta., as called for in ver4ous sections of this code, and in the plumbing and electrical ordinances shall be paid in addition to the general fee for Building permits mentioned herein. In addition to the above fees, the owner or kits agent shall s pay the actual cast of any tests rewired by the Building Commission unless the owner or his agent can furnish certificates covering such tests made by some reoognised authority satisfactory to the Building Uomsissioner. Any cot of erecting, repairing, changing, altering or removiiz any building or structure or making any mechanical installations. such as heating, plumbing or electrical wiring in same. (except t cases oited in Paragraph "A" of Section S) carried on without a im" permit having been issued by the Building Commissioner, or any F ~c i willful cis-stoteftents of foots concerning the proposed type of construction,* proposed use of estimated or actual cost made in securing a permit shall render the owner of such building or structure or his agents liable to w penalty for -violation or this code in accordance with Paragraph "G" of Section 4. inhere penalties are invoked. in addition to such penalties the owner or his agent shall further be held liable for the actual cost of such building or structurt.
