Pursuant to the call of the Mayor and to notice given to all members
of the Town Council, stating time, place, and purpose of the meeting
the regular meeting of the Town Council of Southlake, Texas, was
held January 9, 1960, at the Carroll School. The following members
were present constituting a quorum:

Also present was Marshal Keller Austin.
Mayor Stevenson called the meeting to order at 2:05 p.m. The minutes
of the December Council meeting were approved as read. The secretary
also read two thank you letters from Judy Cummings and the Carroll
School P. T. A.
The Council members decided to change the time of regular meetings
from 2:00 p.m. to 1:00 p.m. on the second Saturday of every month.
The Mayor read a letter from Mr. Ben McClure in regard to the question
concerning grass fires and throwing trash on the highways. "The
County would have jurisdiction over these matters, and cases concerned
should be filed with the District Attorney's office."
There was a discussion of rates for building permits. The Council
agreed that the building fees for nonprofit organizations, such as
cbhurches, should be waived.

' Mr. Cummings moved that Ordinance 96, Section ~51re m nded to change
the fees for residential construction to µ.-50 per thousand dollars
evaluation with a minimum fee of $1.00. The motion was seconded by
Mr. Carlile and adopted; voting: two in favor, one against.
A A new franchise form and a letter from the RSA was presented by Mr.
Carlile. This ordinance is entitled "An ordinance whereby the City
' of Southlake, Texas, and the Tri-County Electric Cooperative, Inc.
agree that the Tri-County Electric Cooperative shall continue to
erect and maintain its electric light and porer lines with all neces-
sary or desirable appurtenances (including underground conduits, poles,
towers, wires, and transmission lines) and the City grants its consent
for the use of its present and future streets, alleys, highways, and
public grounds in said City, under regulations and restrictions as
Id C stated therein and that the City of Southlake shall receive an annual
payment for same, all as therein provided."

IM.r. Gordon moved that "the franchise, Ordinance 123, as presented to
the Council by TJr. Carlile on January 9, 1960, be adopted by the .
Co?incil, that the begixining date of the REA's payment of 2 per cent
of gross revenue be November 12, 1956, and that the REA shall submit'
payment dates for the Council's consideration."
The motion was seconded by Mr. Cummings and adopted unanimously. ~
The T:Sarshal brought up the need for taking traffic violators before
the Justice of the Peace in Grapevine. A discussion of this matter
was held.
The meeting was adjourned at 3:l5 p.m.
