REGULAR CITY COUNCIL MEETING, MINUTES ik
The meeting was called to order by Mayor Schell, members pres-
ent were;

Mr. Roger Baird assumed the duties of Secretary in the absence Ib
of Jesse Cummins.
Minutes were read and approved as read.
Mayor Schell advised the Council of a meeting last Wednesday
with Roy Morris of FHA. Mayor Schell, J. L. Clow, and R. E.
Williams met with Mr. Morris. Mr. Morris indicated FHA will
Ask. authorize the full amount of money left over, which is between
rlw~ $13,000.00 and $15,000.00, plus refunding to the City $3,500.00
the City has paid out of City funds for the Water System.
Mayor Schell advises the FHA will authorize the funds for the
entire portion of the building with the exception of the Fire
Department.

The Council proceedings were interrupted by Mr. Art Clifton.
Mr. Clifton was advised by Mayor Schell to reserve his ques- !P
tions for a time that may be allotted for questions, but that IN,
it was necessary the Council meeting proceed to transact City
business without further interruption from Mr. Clifton. Mayor !I"
Schell advised Mr. Clifton that he would be given an opportuni-
ty to speak the same as the rest of the visitors present, but
emphasized to him to leave the Council conduct their business.
Mr. J. J. Carlile reports Mr. Ken Smith has contacted him twice,
in regards to his request to be annexed into the City of South-
lake. Mr. Smith's attorney, Mr. Art Clifton, advised the des- Pm
cription of the property to be annexed is incomplete, but will
submit it to the City Council whenPIt+ e proper description has
been obtained, together with plaque giving a complete des-
cription of the property.
Mr. R. E. Williams made a motion to accept the annexation, pre-
dicated upon the provision that the City Attorney first have an
opportunity to look over the papers and approve them. Motion,
was seconded by Mr. J. L. Clow. Motion was unanimous.

Mr. Ken Smith inquired as to when he could put up his water de-
posit together with when would the water be turned on. Mr. J.J.
Carlile stated it would be approximately a week after the City
Attorney approved the annexation, before the water can be con-
nected. Mr. J. J. Carlile further advised there will be a total
cost of approximately $325.00.
Mayor Schell asked if there were any visitors' questions. Mr.Jess
Stockstill III inquired about the gas system and also a re-con-
nection on the water system. Mayor Schell advised there would
be a charge of $250.00 to re-connect the water system and the
same charges apply to everyone.
Mr. Jess Stockstill III gave a short dissertation on government
loans, primarily referring to the City's gas system as approved
by the Farmers Home Administration.
Mayor Schell advised of the progress thus far on our municipal
gas applications.
r Mayor Schell recognized Mr. Art Clifton from the floor. Mr. Art
Clifton presented the Council with a letter from the Town Hall
Committee inquiring from, and propounding to the City Council
several questions in regards to the municipal gas system.
Mr. Clifton opposes the City owned system and favors the use of
the Lone Star system.
Mr. R. E. Williams requested the Town Hall Committee, together
with the City Council to work together in harmony for the inter-
ests of all the citizens of the City of Southlake.
Mayor Schell advised Mr. Clifton that most of the questions
contained in the quest of the Town Hall Committee had already
been answered. Mr. R. E. Williams stated the Council doesnot
favor a referendum by the people.
Mayor Schell asked Mr. Clifton for specific names of the people
who had contacted him. Mr. Clifton did not furnish any names.
Mayor Schell advised Mr. Clifton there was no signed letter in
the hands of the City Council signed by any representative of
Lone Star Gas Company. Mayor Schell further advised, Lone
Star Gas Company failed to keep their appointment to appear
before the City Council on September 22, 1966.
Insurance was discussed in regards to Chief of Police, Keller
Austin.

Mr. R. E. Williams inquired about the note outstanding on the
fire truck. Mr. Art Clifton stated he had personally signed
the note. He stated let the records show the City was not
obligated in any manner. Mr. Clifton advised he thought
Mr. Rockenbau h, Mr. Ragsdale and Mr. Moffett may have signed
a note for a V5.00 a month payment to the First Citizens Bank
at Euless, Texas.
Mayor Schell asked if there were any questions from the floor.
There were none. Motion was made to adjourn, by Mr. R. E.
Williams, seconded by Mr. J. D. Cate. Meeting was adjourned.
