REGULAR CITY COUNCIL MEETING, MINUTES
All
Meeting was called to order by Mayor, Paul Schell. Members present:
R. E. Williams
J. L. Clow
J. D. Cate, Jr.
J. J. Carlile
Also present, City Attorney, Ben McClure and Art Clifton, visitor.
Minutes were read and approved as read.
City Attorney Ben McClure advised that the junk yard on Highway 114
near the underpass is in violation of City Ordinance 119 and that
tickets could be issued to owner of said junk yard for violation of
this ordinance. Mayor Schell will instruct Keller Austin to issue
said ticket.
Motion was made by J. J. Carlile, seconded by Earl Williams to instruct
the City Secretary to refund Clifco, Inc. the sum of $1617.82. This
,,.~Oft amount being the unused portion of $2,000.00 on deposit with the City
4W water system. City secretary issued the check.
A discussion was held on City planning. Mr. Clifton offered $200 towards
~I a master plan. After a breif discussion the City Council decided to
' decline this offer.
A Citizen complained about the condition of the city streets. Mr. McClure
stated that the City should ask the county to repair the roads. Mayor
Schell asked Mr. Carlile to contact the county on this matter. Mr. Carlile
agreed to do so.
The need for four officers for coming football games was discussed.
Carroll SChool has agreed to pay for uniform shirts and pants for 3
men. Motion was made by Earl Williams and seconded by J. D. Cate that
the City pay for uniform jackets and badges for 3 men.
Mayor Schell brought out a plan of a proposed C't, u jld~in drawn by
Mesco. After a discussion Mr. Williams and Mr. ti-volunteered to
get cost estimates from various contractors and bring them to the next
regular council meeting.
a As there was no further old-business discussion turned to-be proposed
City Gas Distribution System. It was brought out that a municipal
system was the only system that would serve all citizens desirous of
natural gas. Motion was made by Earl Williams to accept the offer
by the Department of Houseing and urban developement, project no.
PFL-Tex-159 Contract No. H-502-4687 Date: Aug. 2, 1966. Motion
was seconded by J. L. Clow. Motion carried unanimously.
A representative of B. L. Nelson Co. made a report on progress so far
on engineering for the proposed City Gas System. Mr. O'Malley offered

to give the city maps his firm is preparing in connection with the
gas engineering.
Motion was made by Mr. Carlile to add $5.00 to the bill to Mr. Cline for
the use of his tractor. Motion was seconded byJ. D. Cate. Motion o°
carried.
Motion was made by Mr. Carlile to issue check to F. L. Bailey for $45.00 „
for tractor work. Motion was seconded by Mr. Williams. Motion carried.
Motion was made by Mr. Carlile to refund $60.00 to Mr. B. G. Jetton for
overcharge on water tap. Motion was seconded by J. L. Clow. Motion carried. +I•
Motion was made to change the minimum building permit from $1.00 to $2.00
by J. D. Cate and seconded by Earl Williams. Motion carried.
Motion was made to adjourn by J. J. Carlile. Seconded by J. D. Cate.
