A special meeting of the City of Southlake was called August 9, 1966
and held in the City Hall. The following members were present, con-
stituting a quorum:
Mayor, Paul Schell
Councilmen: J. D. Cate, Jr.
Earl Williams
Webb Crumbaker
City Attorney: Ben McClure
Mr. Frank Gaulden and Mr. N. L. I$.ster of the Exchange Bank of Dallas
explained a plan whereby the City of Southalke Water System could
deposit a sum of money each month in the Exchange Bank. This fund would
be for the purpose of accumulating the money for the annual payment to
the F. H. A.
The Exchange Bank agreed to enter into a contract with the City of
Southlake. The Bank agreed to pay 5% interest per annum on money
deposited and left 90 days or longer, 4% interest per annum on money
left on deposit for less than 90 days.
The representative of the bank also explained that the City must give a
notice of 30 days before making a withdrawal. The contract with the
bank is for 1 year.
Mr. Earl Williams made a motion that the City open the account with the
Exchange Bank of Dallas, to deposit $1,500.00 in the account, and to
deposit $1,500.00 in the account on or before the 15th of each month for
the purpose of accumulating the payment due the F. H. A.
Mr. Crumbaker seconded the motion. The motion carried unanimously.
The City Secretary issued a check in the amount of $1,500.00 to the
Exchange Bank on instruction from the City Council. Mr. Williims
volunteered to pick up the contract from the bank the next cay and
bring it to Southlake for execution by the Mayor and City Secretary.
Before departing the Bankers explained that each year a new contract
must be made.
The Council discussed the fact that some lots were being put up for sale
within the limits of Southalke. A sign had been seen with Mr. John
McGuire Jr.' name on it concerning the lots.
r Mr. Cate made a motion that the City Secretary be instructed to draft
a leter to Mr McGuire requesting Mr. McGuire to check with City Officials
on the ordinances applying to developements of subdivisions and building
permits.
Mr. Williams seconded the motion. The motion was passed unanimously.
The City Council discussed a junk yard that has sprung up on Highway
114. The City Attorney, Mr. McClure said he would look through his
files to see what law the eye sore was in violation of.

The Council discussed the problem of water customers having private
water systems connected to the City of Southlake Water System.'
Mr. Williams made a motion that a new resolution be passed to supersede
the resolution of the last meeting:
The resolution: When it is found that a water line of a private water
system is connected to the City system, the City water will be cut off or
the meter removed and the customer informed that if the situation is
not corrected by separating the two systems by at least 6 inches within 16
10 days from the time notice is given, the tap will be forfeited and a
charge of $250.00 will be required to get back on the City Water System. r

The motion was seconded by Mr. Crumbaker. The motion.carried unanimously.

The Council discussed some of the problems of the City Water System.with to
Mr. Truelove.
A Mrs. Strait came into the meeting and complained. As her problems were op
on her side of the meter, the council was not able to be of any help to
her. One member suggested that she call a plumber. Mrs Strait left the
meeting. 1p
The Mayor asked Mr. Truelove if he could furnish Mr. Carlile with Yr
repair parts. Mr. Truelove promis'.ed to do this. A
The City Council heard a report from Mr. Dick O'Malley of B1 Nelson &
Associates on the progress of the proposed Municipal Gas System.
A leter was received from the Texas Power and Light Co. stating:
The Company will supply and Customer will take and pay for all electric
power and energy required for the operation of Customer's waterpumping
plant located in or near Southlake.. Texas, up to a total connected load
of 50 Hp and for incidental building and yard lighting.
Motion was made by Earl Williams and seconded by J. D. Cate to accept the
above offer from the Texas Power and Light Co. The motion carried unani-
mously.
The motion was made to adjourn by Earl Williams. Meeting was adjourned.
