Special Meeting
City Council of the City of Southlake, Texas
August 30, 196-5, `t:30 p.m.
Mayor Paul Schell opened the meeting and answering roll call
were J. J. Carlile, J. L. Clow, Earl Williams, W. H. Crumbaker,
and J. D. Cate. Also present were B. L. Nelson, Ben McClure,
J. R. Tate, Frank Denton, H. M. Hunter, B. B. Lee, and J. P.
Truelove.
Mayor Schell read a letter from Don T. Mathis of the govern-
mental loan agency stating that it would be necessary to adver-
tise the sale of the revenue bonds through the city's official
newspaper. Earl Williams made the motion that this request
De complied with. J. J. Carlile seconded the motion, which
carried, and the secretary was instructed to place the adver-
tisement in the Grapevine Sun for two weeks. The ad was to
state that sealed bids for water works system revenue bonds
would be taken on September 16, 1965, at 7:30 p.m. at the
Southlake City Hall.
Next came a general discussion in regard to the installation
of water lines in areas where pavement will be involved. Earl
Williams made a motion that the contractor should, wherever
possible, use the method which would be most economical. It
was agreed Lhat this method would be to open, cut, refill with
sand and replace asphalt. His motion also included the suggest-
ion that the contractor should present a revised figure for the
cost of this work. J. J. Carlile seconded the motion, which
carried.
The next discussion related to the purchase of land for the well
site. This matter was tabled because the Deed of Trust did not
indicate any type of guaranty title coverage and also the re-
quired sanitary easement from the ocmer, Joe Fechtal, had not
been obtained.
B. L. Nelson presented a statement in the amount of $6,419.30
which represented one third of the agreed contract price with
the city. On motion of Earl Williams, seconded by J. D. Cate,
which carried, the secretary was instructed to issue a check
for this amount on the account of Southlake Water Corporation.

The secretary was instructed to have inserted in the Grapevine
Sun a final notice in regard to fire hydrants at the cost of '
$150.00. Council voted unanimously on the motion made by J. D.
Cate, seconded by W. H. Crumbaker, that future fire hydrants
could be purchased at the cost of the hydrant from the E. L. '
Dalton Company, plus the estimated cost of installation, which
amount would be payable in advance of installation.
A discussion along similar lines followed in regard to cost for
future water taps. The engineer and E. L. Dalton Company repre-
sentative, J. P. Truelove, stated that such costs should in-
clude actual installation charges. Mr. Truelove pointed out
that in certain instances, to tie on additional consumers might
require the installation of complete new dimensions in pipe,
etc., and the cost of such new installation should be borne by
the consumer or consumers. It was generally agreed that the
minimum cost of an additional tap to a non-member of the pro- '
Sram should be $250.00 as originally quoted, plus any additional
charges of installation. Additional taps to charter members
should be based upon a minimum fee, plus actual cost of install-
ation. The fi;ure for the mentioned minimum fee was not set.
In fact, no definite action was taken on the matters under
discussion. ,
The secretary presented a note of request for refund from Dr.
Foster Fuqua. His reasons appeared sound and Council agreed ,
they were in sympathy with his request. However, such a pre-
cedent seemed highly impractical because of the possible compli-
cations which might arise from other non-resident property owners. 1
Therefore, J. L. Clow made a motion that under no circumstances
would refunds be made. J. D. Cate seconded the motion, which
carried, and the secretary was instructed to advise Dr. Fuqua of
the action.

By popular vote, meeting was adjourned to meet again on Thurs-
day, Septeidber 16, 1965, which date is not the usual for Council
meeting and was so noted by those present.
