The meeting; was called to order by Mayor Paul Schell. Answer-
, in3 roll call were Councilmen W. H. Crumbaker, J. J. Carlile,
J. L. Clow, Earl Williams. Also present were J. R. Tate,
H. M. Hunter, B. B. Lee of the Water Board. Mr. Ben McClure,
city attorney, was present and visitors were W. N. Ratcliff and
Art B. Clifton.
Mr. Schell called for reading of the minutes of the previous
meeting which were approved as read.
Next he presented to Council annexation ordinance No. 132 for
land owned by the Messina brothers. This ordinance was approved
on motion of Earl Williams, seconded by J. L. Clow.
Mr. Clifton then asked to show an aerial map
of the region. He
also stated he had plans for a subdivision of some property he
i had recently purchased from the Joe Cross and Mattie Lowe heirs.
He described in some detail what his plans included. Council
referred him to the chairman of the zoning and planning commission,
G. W. Har,adine.
W. N. Ratcliff was then heard and an informal discussion centered
' around his land in what is known as the Lakevue area. Council
agreed to assist him in any way feasible when and if his plans
reached the point where he could present a positive outline or
his proposed development. The land at present is zoned resi-
dential, as is all of the Southlake area in its original incor-
poration. L
Next came a discussion of how to aid Mr. Harry Boyer in his efforts
i to obtain telephone service. The Bell System had refused to in-
stall a phone since Mr. Boyer now resides within the city limits;
Southwestern States had declined on the basis that Bell had not
released the area and they were bound by the governmental re-
striction "no duplication of services". The secretary was in-
structed to write the necessary letters in this regard.

Also! the secretary was instructed to have inserted in the Grape-
vine Sun weekly a notice in regard to fire hydrants. These are
available to anyone applying, therefor at a fee of $180.00.
Several owners may obtain one on partnership basis if so desired.
J. L. Clow made a motion that this offer should extend to Auuust
1, 1965, seconded by W. H. Crumbaker, motion carried.
A bill for $18.00 for stamped envelopes was approved and check
issued to Mr. H. M. Hunter, who had purchased them for use in
the water program developments. Routine bills were approved
for payment on the same motion made by Earl Williams and seconded
by i. H. Crumbaker.
J. J. Carlile made a motion that meeting be adjourned, which was '
unanimously approved.

19530 53rd Legislature, Page 357, chapter 93, codified as
Article 974-6, Revised Civil Statutes of Texas, Joe Messina,
Louis Messina, John Messina and Jimmie Messina, owners of the
real property hereinafter described having made application as
by law provided to the Mayor and Town Council of the Town of
* Southlake, Texas, for annexation of a tract of land situated
in Denton and Tarrant CountIep,Texas, and being 45 acres out of
the D. DOUTHIT Survey, and-15 acres out of the R. D.'PRICE
Survey, more fully described by motes and bounds as follows$

be entitled to all of the rights and privileges of other citizens
and property owners of said Town and be bound by all of the acts
and ordinances made in conformity thereto, new in full force and
effect and that which may be hereafter adopted.
