The regular meeting of the city council of Southlake was held in the city m
hall on April 6, 1965. Mayer John R. Tate called the meeting to order
and minutes of the previous meeting were read.

Answering roll call were Councilmen Earl Williams, Paul Schell, J. J. Carlile,
J. D. Cate, and W. H. Crumbaker. Mr. Ben McClure, city attorney, was present
as was Mr. Mike O'Brien. Two other visitors, representing Jellice Ranch Estates
property owners, were present. After a brief discussion and explanation on the
part of Mayor Tate, that the City could not be of help to the owners in their
grievance against the seller of the lots in this sub-division (see previous
minutes in regard to the legality of the sub-division), the ladies thanked ~r=
Council and made their departure.
Mr. O'Brien was then asked to state his business. This had to do with
closing a dead-end road in an area which had been previously sub-divided
by the owner J. D. Hall, Jr. Mr. O'Brien, having purchased the entire
block, wished to eliminate the road and set his residence on a point which
would extend into the present roadway. Since the designated road would not
be used, ending at a dump with Grapevine Lake immediately beyond, council
felt the request could be granted, however that the Committee on Zoning and .w
Planning should first consider the change. Therefore, on motion of J. D. Cate, m
seconded by Paul Schell, the matter was referred to Mr. G. W. Hargadine and
members of his committee.
Requests for annexation to Southlake were considered next. James P. Reese,
Louis Messina and brothers, H. E. Swaim, J. R. Keeton, J. W. reeling, B. L.
Skipper, and Owen Barnett had made petition, informally, to be annexed to de'
the City. After discussion as to ownership, location, etc. of the lands in
question, J. J. Carlile made the motion that all of these requests for
annextion should be considered favorably, upon presentation of petition
and ordinance, from the respective owners. Paul Schell seconded the motion +r
and it carried.
The status of the J. C. Wood trailer camp was discussed. It was suggested
that Mr. Ben McClure contact Mr. Casparis of the REA in regard to the legality
of furnishing 'electric service to commercial user on the residential rate
provided in the franchise ordinance. Mr. McClure agreed that this should be
done and he would attend the matter immediately.
Mayor Tate told the Council it had been suggested that Mrs. Nelson be re-
imbursed for the deposit for water tap fee ($50.00) as token appreciation of
the hours put in on the Water Program. The Steering Committee of the Water
Program had voted early in the stages of the work that Mrs. Nelson be paid
$1.50 per hour for her work. However, she declined to tkke the hourly wage m
because of her own deep interest in the successful conclusion of the program.
Hence, Council voted this token of appreciation for time and money expended
for telephone calls, etc., J. J. Carlile made this motion, Paul Schell seconded,
and it carried. Bills were presented for payment: routine and in addition:
Circle Communication for radio repair on Keller Austin's radio; the election
supplies and judge and clerks.
A canvas of the votes of the election of April 6, 1965 was made and approved. +tt
