Council Meeting
February 3, 1965
The meeting was called to order by Mayor John R. Tate. Answering
roll call were Counci Len J. J. Carlile, W. H. Crumbaker, J. D.
Cate and Earl Williams. Mr. Frank Denton was present, Mr. Ben
McClure, was also present. Four visitors were introduceds
Mr. Clarence Young, Mr. and Mrs. Barney Calvert, Mr. Paul A. White,
and,the appearance of another visitor, Mrs. Dennis Bailey, brought
the total to five.
Mr. Frank Denton was spokesman for the group of visitors. He stated
the fact that they had purchased lots from the illegal subdivision
created by one Mr. Houghston McHone on the property he had purchased
from-Mrs. Louise Barry, known to Southlake records as the "Jellice
Ranch." This illegal subdivision had been accomplished in 1960
and the City had never taken action on it before this time.
The owners had bought their respective tracts at various times.
It seemed that their plea for help hinged largely around a wish to
have the seller-prosecuted for failure to keep his agreement as to
roads. Inasmuch as the road did not come under city specificiations
nor did it qualify as a potential county road, there was a stalemate
on-this point.
After alsngthy, wordy, discussion, into which Mr. McClure was asked
numerous times to participate, no decision was reached as to what if
anything Council could do for the owners. In fact, the general opinion
among the councilmen was that there was nothing the City could do that
would not be detrimental to the present property owners--if they decided
to take court action against Mro McHone for the failure to go through
the proper channels for subdividing property. The owners were told -
to appoint a committee among themselves to see the Tarrant County Commissioner
of Precinct 3 and find if there was any possibility of dedicating-the existing
"graded" area as a county road. The secretary was instructed to write Mr.
McHone a letter at once instructing him to attend the next Council meeting.
A resolution for a city election was approved. The election will be held
on Tuesday April 6, from 7AM to 7PM at the City Hall, for the purpose of
electing a Mayor and Councilmen Place 1 and 2.
The Water program was discussed at length. J. J. Carlile made the motion
that the City bear the expenses of the water corporation until such time
that the corporation be formed legally and have the power to administer funds.
Earl Williams seconded the motion, with the addenda that the Steering Committee
of the Water Commission, be advised that the City would be amenable to the
suggestion that any such expenditures be rebated at the proper time. Motion
carried.
Discussion was made regarding having the city's official map brought up
to date by Mr. Joe Rady, who drew it originally. W. H. Crumbaker made this
into a motion, seconded by J. D. Cate, carried. The secretary was instructed
to assemble the necessary additional ordnances and deliver them to Mr. Rady
at the earliest practical time.
