Councilmea present were: J. 3-. Carlile, Thurman Hearn, Buddy Brown, J. D. Cate and Mike O'Brien. Chief of Police Inca and City Attorney, Glenn Goodnight waae.also present. JLCC The nimtes of November S, 1968 were,, approved as corrected. J. Carlile e O'Brien', Md-_J....D),...._Cate_were_ present. 40 New Business - Police Car (New) Thurnaa Hearn made the motion to 1% authorize Doyle Ince to submit bids for police car to Ford Agency. Seconded by Buddy Brown. Unamanious. 40 -Dispatchers - Mike O'Brien made the motion to hire adequate dispatchers for police radio..for full time coverage. J. D. Cate Ai seconded the motion. Ursamanious. A letter from Mr. Kenneth Smith was read by Mayor Clow. Mr. Smith was advised that the City Council could not act on this matter until the Planning and Zoning Commission made their rec - ndation on his trailer park to them. Mr. W. H. Crumbaker was advised the same on his desire. to construct multi-dvalling units on his property. Heating for the Police Department was discussed. Buddy Brown made the motion that the council go ahead with the heating of the Police Department. Seconded by Thurman Hearn. Usaman#eae. After looking over a copy of the proposed new Zoning Ordinance, I was very care- ful to make my plans conform in every detail to the regulations which you are considering for adoption. Since that time, I have investigated the latest plans for the new proposed Airport, and I am very disturbed about what may happen to my property. For this reason, I am objecting to the procedure which the Commission decided to follow in acting on my case. If I understood correctly, the Commission intends to follow a procedure outlined in the proposed new Ordinance which will involve time consuming notices and public hearings. Since my application was made under the existing Ordinance which is now legal I ask that my case be processed in the~same manner that the City has handled other cases under this existing law. As I understand, that would mean that the Zoning Commission simply makes a recommendation to the City Council and the Council acts on it. The Clommission has now had ample time to consider my case, and I have assured them in writing that my plans will conform to the proposed new regulations for Mobile Hpme Parks. I therefore ask that the City Council direct the Zoning Commission to make their decision no later than their next regular meeting, and that the City Council act on their recommendation at the earliest possible time. City Council Page 2 November 19, 1968 I am very concerned that any delay whatsoever may seriously jeopardize the potential value of my property, and I am sure the City is concerned that their actions be on a sound legal basis. Also this will give me some time to make some appeal for my case if it should be necessary. Whatever your decision may be, I sincerely appreciate your giving some consideration to this matter.
