The regular meeting of the Southlake City Council was called to order at
7:30 p.m. by Mayor Pro-Ten Thurman Hearn. Councilmen present were: J. D. Cate,
Buddy Brown, J. J. Carlile and Mike O'Brien. Police Chief Ince and City
Attorney Glenn Goodnight were also present.
The minutes of October 1, 1968 Were approved as read.
The first item on the agenda was a presentation by Jack Porter of General
Telephone Company, stating the advantages and disadvantages offered Southlake
in the way of telephone services. Mr. Porter answered questions asked by the
council and audience. Mike O'Brien made the notion that the council adopt
-r the resolution as presented by General Telephone Company. J. J. Carlile voted
no, with three councilmen voting yes.
The second item for discussion was the question of how to solicit volun-
teers for radio; dispatching. Definite action was tabled for now and two ad-
ditional weeks were asked for.
Mr. Hearn stated that a letter had been mailed to the Federal Aviation
Administration requesting postponement of immediate action being taken on
proposed privately owned airport outside the city limits of Southlake.

,40•. C. M. Gordon, Chairman of the Planning and Zoning Commission was present
to present the council the problems of the Messina Housing Development. This
%NW case first came before the council in 1965. The minutes of June 1, 1965 were
14 read in part my Mayor Pro-Tem who in turn informed Mr. Gordon that the Messina
Housing Development must be subject to the present Planning and Zoning Ordi-
nance, and any deviation to these rules would have to be by special consider-
ation made through proper procedures with the Planning and Zoning Board making
recommendations to the Council.

Mike O'Brien objected to the method of presentation by the Planning and
Zoning Board in presenting problems suddenly at the Council meeting without
prior study by the Council. Mr. Goodnight was asked to advise the Planning
and Zoning Commissioner about proper legal procedure in making a presentation
to the Council.
The Council was informed of the forthcoming Corporation Court to be held
al in the Council Chambers October 21, 1968.
Buddy Brown made the motion to adjourn, seconded by J. J. Carliles
