• Minutes of July 16, 1968
The regular meeting of the Scuthlake City Council was called to
order at 7 00 p.m. by Mayor J. L. Clow. Councilmen present were: '

The minutes of July 2, 1968 were approved as read. '
The council reviewed a schedule of traffic fines and minimum bonds
for city ordinance. Thurman Hearn made the nation that the city adopt
this schedule of traffic fines and minimum bonds as presented by the
Corporation Court Judge. J. D. Cate seconded it. UrAmanious in favor.
A co of traffic fines and bonds are attached to these minutes.
The second order of business was city taxes. Mike O'Brien made '
the motion that the city taxes for Southlake be based on 50% of market
value and 35¢ on the $100.00. Buddy Brown seconded the motion. It '
• carried unamaniously.
The third order of business was the discussion of building codes
needed for t~~-~. Thurman Hearn made the motion to adopt the '
Southern~nilding Code-, National Building and_-Plvilbing Code recommended
by Texas Municipal League. Buddy Brown seconded the motion and
all councilmen voted unamaniously for it.
Air conditioning, new well, road grdding and police were discussed. t
J. J. Carlile made the motion that the city appoint Frank Howell '
as chief of police to take affect July 27th, 1968 with a starting salary
of $500.00 per month and $20.00 uniform allowance. I
Mayor informed the counciltbat a hearing on the trailer annexiation
/Would be the 19th of July at 10 00 in the morning.
It was understood that the city secretary would began full time the
1st of August. Brawn madeuthd motion that the council adjourn. Hearn 2nd. Unan.
Thurman Hearn made the motion that the city adopt speed none ordinance
