Stacy Driscoll
MEMBERS ABSENT: Daniel Kubiak, Michael Springer
STAFF PRESENT: Director of Planning and Development Services Dennis Killough, Deputy
Director of Planning and Development Services Jennifer Crosby, Principal Planner Wayne Powell,
Planner Cyndi Cheng, Planning Technician Avery Price, and Commission Secretary Melissa
Burnett
WORK SESSION:
1. CALL TO ORDER: 6:00 P.M. or immediately following the Planning and Zoning Commission
meeting.
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code,
Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session
may be held, under these exceptions, at the end of the Regular Session or at any time during
the meeting that a need arises for the Planning and Zoning Commission to seek advice from
the City Attorney as to the posted subject matter of this Planning and Zoning Commission
meeting. Section 551.071: Consultation with attorney.
B. Reconvene: Action necessary on items discussed in Executive Session.
3. Recap and discussion of City Council actions.
4. Discussion of all items on tonight’s meeting agenda.
5. Adjournment.
REGULAR SESSION:

Director Dennis Killough introduced Avery Price, the new Planning Technician.
4. CHAIRMAN COMMENTS
Vice Chairman Forman made note that the next Planning & Zoning meeting will be on
January 8th, 2026.
5. CONSIDER: APPROVAL OF THE MINUTES FROM THE OCTOBER 9, 2025, SIGN
BOARD MEETING.
A motion was made to approve Item 5 on the agenda.

6. Consider: SV25-0012, Sign Variances for Craftway Kitchen, located at 2820 E.
Southlake Boulevard.
Deputy Director of Planning and Development Services, Jennifer Crosby provided a formal
presentation of Item 6 per Vice Chairman Forman’s request. Questions were asked.
Applicants Robert Highman, 4825 North O’Connor Rd., Irving, Tx., and Troy Cooper, 234
Grantham Lane, Murphy, Tx. came forward. Questions were asked.
A motion was made to approve Item 5 on the agenda SV25-0012 subject to the Staff
Report dated November 14, 2025
