PROJECT: Sign Variance for WorldClass Garages
EXECUTIVE
SUMMARY: WorldClass Garages is seeking approval of variances to the Sign Ordinance No.
704, as amended, to permit the installation of nine temporary construction
windscreen banners along the 450-foot of construction fencing on the WorldClass
Garages property located at 900–950 Davis Boulevard.
REQUEST: The purpose of this request is to seek approval of variances to allow the installation
of nine temporary windscreen banners on approximately 450 feet of existing
construction fencing along Davis Boulevard for Phases 1 and 2 of the WorldClass
Garages development.
Phase 1, located on the northeast portion of the property, includes three construction
windscreen banners, each measuring six (6) feet in height by fifty (50) feet in width.
These banners are proposed to remain in place until construction is completed, and
a certificate of occupancy is issued by the City of Southlake, which is anticipated in
the fourth quarter of 2026.
Phase 2, located on the southeast portion of the site, includes six construction
windscreen banners, each measuring six (6) feet in height by fifty (50) feet in width.
These banners are proposed to remain in place until construction is completed, and
a certificate of occupancy is issued by the City of Southlake, which is anticipated in
the fourth quarter of 2027.
Windscreens are permitted on construction fencing, provided they do not contain
advertising, text, or graphics. However, windscreen banners are not a permitted
sign type and require variance approval.

STAFF COMMENTS: City Council approval of this request does not waive the requirement
to obtain a sign permit prior to installation. All signage must be
reviewed and approved through the City’s permitting process before
any installation takes place.
