Item 6 - Staff ReportCase No. SV25-0013 Item 6 S T A F F R E P O R T January 2, 2025 CASE NO: SV25-0013 PROJECT: Sign Variance for Tommy’s Express Carwash EXECUTIVE SUMMARY: Christianson Companies, on behalf of Tommy’s Express Carwash, is requesting approval of variances to Sign Ordinance No. 704, as amended, to allow a total of eleven (11) signs at the property located at 3230 W. Southlake Boulevard. DETAILS: Christianson Companies is requesting approval of variances for a total of eleven (11) signs. • Five (5) standard snap sign holders, with three (3) signs proposed along the east elevation and two (2) signs along the north elevation. • Two (2) snap signs are proposed between the pay lanes one (1) for promotional purposes, and one (1) warning sign is proposed to remind customers to empty their vehicle beds. • One (1) building identification sign is requested on the west elevation to help identify the location of the free mat washers. • One (1) Directional sign is proposed to be installed within the landscaped area to guide customers to the correct entrance. • Red accent light band on the southeast portion of the building below the roof line. • Permanent holiday lighting on the west, south, and east elevations. The proposed signage does not meet the requirements of Sign Ordinance No. 704- J. During review of the Zoning and Site Plan case (ZA23-0073), the applicant indicated that no accent lighting, including colored or flashing lighting, would be installed on the exterior of the building. Multicolor Holiday Lights attached to West, South & East Case No. Attachment A SV25-0013 Page 1 BACKGROUND INFORMATION APPLICANT: Tanner Brandt, Christianson Companies/ Pearson 1709 LTD OWNER: Pearson 1709 LTD PROPERTY SITUATION: 101 N Pearson Lane, Southlake, TX 76092 LEGAL DESCRIPTION: Lot 13, Block 3R of the Cimmarron Acres Addition CURRENT ZONING: “S-P-2” General Site Plan District HISTORY: In July 1984; City Council approved the final plat for Cimmarron Acres Addition with Light and Heavy Commercial District while in the ETJ. In August 1984; The subject property was annexed into the City of Southlake per Ordinance 297. On September 19, 1989; “C-2” Zoning was placed on the lots with frontage on W. Southlake Blvd by adoption of the Zoning Ordinance No 480. On October 15, 1996; City Council approved a plat revision of Lots 5 & 6. In May 2005; City Council approved a plat revision involving Lots 5R1-5R5, 6R1 & 6R2, Block 3. In July 2005; City Council approved a Plat Revision for Lots 7-13, Block 3R of the Cimmarron Acres Addition. Lot 6R2, Block 3 was replatted to Lot 13, Block 3R. In October 2005; City Council approved a concept plan for a proposed one- story, approximately 18,000 square-foot retail building. (ZA05-104) On April 16, 2024; the City Council approved a zoning change and site plan for Tommy’s Carwash, a self-service car wash. (ZA23-0073) On August 20, 2024; The City Council approved a plat revision for Lot 13R1 and 13R2, Block 3R, Cimmarron Acres Addition, being a revision of Lot 13 Block 3R, Cimmarron Acres Addition. (ZA24-0034) October 15, 2024; City Council approved a sign variance for Tommy’s Express Carwash to allow option 2, which specifically is two attached wall signs located on the west and east elevations and noting that the west sign will be a channel cut preparation. We’re approving two attached drive through signs as presented, two directional LED Signs as presented, and the monument sign as presented SIGN BOARD: The Sign Board meeting is tentatively scheduled to be held on November 20, 2025. STAFF COMMENTS: City Council approval of this request does not waive the requirement to obtain a sign permit prior to installation. All signage must be reviewed and approved through the City’s permitting process before any installation takes place.
