Public Hearing on 1970 Budget d„ 129, REGULAR MEETING OF THE CITY COUNCIL DECEMBER 16, 1969 The City Council of the City of Southlake, Texas, met in regular session in the Council Chamber of City Hall on Tuesday, December 16, 1969, with the following members present: J. L. Clow, Mayor Thurman Hearn, Mayor Pro Tem J. D. Cate, Jr., Councilman W. B. Brown, Councilman Wade Booker, Councilman Absent: M. J. O'Brien, Councilman Also present: William D. Campbell, City Attorney IWr Mayor Clow called the meeting to order at 7:30 P.M. i The minutes of the last meeting were approved as read. Old Business: Regarding the City's purchase of certain volumes of Vernon's Code of Criminal Procedure and Penal Code as moved by Councilman O'Brien at the preceding Council Meeting of December 2, 1969, the Mayor informed the Council that Police Chief G. D. Ince expressed his desire to purchase the books in question personally in order that they might then be retained by him; whereupon Councilman Hearn made the motion that Chief Ince be allowed to purchase the set of books, i.e., Vernon's Texas Statutes Annotated, Volumes 1 through 5 on the Code of Criminal Pro- cedure and Volumes 1, 1A, 2, 2A and 3 of the Penal Code, thereby becoming sole owner of same; seconded by Councilman Brown. The motion carried unanimously. Fire Marshall: Because of the demise of Allen Roach, the position of Fire Marshall is presently vacant. Councilman Brown made the motion that Ralph Polson be appointed Fire Marshall; seconded by Councilman Booker. Motion carried unanimously. By-laws for the Volunteer Fire Department were submitted to the Council for their perusal in order to be prepared to act on same at the next regular council meeting. it The City Attorney advised that the date of January 9, 1970, PP 2:30 P.M. has been set for the City's motion to be heard regarding reopening the case of Ratcliff et al vs. City of Hurst in the 48th District Court. kb 130 There being no further business, the Council directed its attention to the 1970 Budget. For the benefit of the citizens in attendance, the Mayor offered explanations of the various sections of the budget. No questions were asked and the comments made by the citizens were compli- mentary and expressed satisfaction; whereupon the meeting was adjourned. J.
