REGULAR MEETING OF THE CITY COUNCIL
NOVEMBER 18, 1969
The City Council of the City of Southlake, Texas, met in
regular session in the Council Chamber of City Hall on L
Tuesday, November 18, 1969, with the following members
present:

Thurman Hearn, Mayor Pro Tem
J. D. Cate, Jr., Councilman
M. J. O'Brien, Councilman
W. B. Brown, Councilman
Wade Booker, Councilman
Also present: William D. Campbell, City Attorney
Mayor Clow called the meeting to order at 7:10 P.M.
The minutes of the last regular meeting were approved as
read. The minutes of the special meeting held November 10,
1969, were also approved as read.
err The City Attorney reported that no judgment as yet had been op
entered in the matter of W. N. Ratcliff et al vs. City of , kb,
Hurst. He advised that anyone in the area in question wish-
ing to be annexed by the City of Southlake be accepted, with
a savings clause in the annexation ordinance.
Fireworks were discussed at length. The motion was made by
Councilman Brown that the City Attorney be directed to draw
up an ordinance prohibiting the sale and shooting of fire-
workswithin the corporate limits of the City of Southlake;
seconded by Councilman Booker. For: Councilmen Cate, Brown
andrBooker. Opposed: Councilmen O?Brien and Hearn. Motion
cared.
Carter & Burgess Preliminary Survey, regarding the policies
and regulati.nns of water facilities, was voted to be accepted
by the Council on motion by Councilman Hearn; seconded by
Councilman Brown. Motion carried unanimously (Councilman
Booker abstaining).
Polyethylene (plastic)pipe for gas service and yard line use
was next considered. Mayor Clow informed the Council he met
with six representatives of Lone Star Gas Company and learned"
that this type pipe is not generally acceptable by other area
cities for various reasons, i.e., availability, special joint
fusions are necessary, inspections by the city are necessary, letc. Councilman Booker mde the motion that the City of

Southlake not approve the use of polyethylene pipe for
natural gas for service and yard lines at this time;
seconded by Councilman O'Brien. Motion carried unanimously.
Mayor Clow made a recommendation that the night dispatcher,
' Beverly Hamilton, who also acts as assistant clerk, be given
a raise in pay of $50 monthly, commencing November 16, 1969,
making a total salary of $200 monthly. Councilman O'Brien
made a motion that such raise be granted; seconded by Council-
man Cate. Motion carried unanimously (Councilman Hearn
abstaining).
Mayor Clow also recommended to the Council that henceforth
expenditures over a certain amount have Council approval
before being made. The motion was made by Councilman Hearn
that the City Council of Southlake approve all expenditures
of $50 and over; seconded by Councilman Cate. Motion carried
unanimously. (The City Secretary was asked to give the
Council periodic reports of all expenditures.)
Budget meeting for the Council and Department Heads to be
held Thursday, 9 P.M., November 20th, at City Hall.
There being no further business, the meeting adjourned.
