SPECIAL MEETING OF THE CITY COUNCIL
NOVEMBER 10, 1969
The City Council of the City of Southlake, Texas, met in
special session in the Council Chamber of City Hall on,
Monday, November 10, 1969, with the following members
present:
J. L. Clow, Mayor`
Thurman Hearn, Mayor Pro Tem
J. D. Cate, Jr., Councilman
Michael J. O'Brien, Councilman r
Absent: W. B. Brown, Councilman
Wade Booker, Councilman
Also present: William D. Campbell, City Attorney, and
W. N. Ratcliff,appearing for himself.
Mayor Clow called the meeting to order at 10:15 P.M.

The lawsuit filed on behalf of W. N. Ratcliff, which affects
Southlake, was the purpose of this called meeting. Mr.
Ratcliff has requested that the City of Southlake join in ire
his appeal on the ruling given by the District Court judge
which holds that the City of Hurst has claim on the land
south of Union Church Grapevine Road extending from the
road that leads to Highway 121 west along Bear Creek, past rr,
Pearson Lane up to FM 1709. The City Attorney advised
that in all probability we have a strong basis of appeal.
(Mr. Ratcliff's suit introduced Southlake as Intervenor.)
The approximate cost to the City would involve $500 plus
the cost of the record. It was asked if Mr. Ratclif f would
consider it fair for the City of Southlake to pay half the
cost of mb.king the record and he stated that it would be
fair.
The motion was made by Councilman Hearn, in view of all the
facts, that the City of Southlake should join in appealing
the decision in the matter of W. N. Ratcliff et al vs. the
City of Hurst, No. 50687-C, in the 48th Judicial District
Court of Tarrant County, Texas, and to pay one-half the
expense of preparing the record and to pay the. City Attorney's
fee; seconded by J. D. Cate, Jr. The motion carried unanimously.
There being no further business, the meeting was adjourned.
