REGULAR MEETING OF THE CITY COUNCIL
SEPTEMBER 2, 1969
The City Council of the City of Southlake, Texas, met
in regular session in the Council Chamber of City Hall
on Tuesday, September 2, 1969, with the following mem-
bers present:
J. L. Clow, Mayor
Thurman Hearn, Mayor Pro Tem
J. D. Cate, Jr., Councilman
M. J. O'Brien, Councilman
W. B. Brown, Councilman
Wade Booker, Councilman
Mayor Clow called the meeting to order at 7:30 P.M.

The minutes of the last meeting were approved as read.
Mr. Bob Pasley, who had asked to be on the agenda, was
not present.
' Fire Chief Bob Steel submitted his monthly report (copy
attached). He was given the okay to purchase, at a cost
of $1 each, six or eight rubber coats from the Dallas
Fire Department.
Recommendations from the Planning & Zoning Commission
were read by Mayor Clow concerning requests for zoning
changes in ZA-69-16, Mr. Crumbaker's request for A-10
denied, and ZA-69-17, Mr. Hinds' request for Heavy Com-
mercial approved. (Said recommendations attached hereto.)
Public Hearings on these two applications were set by
1 the Council on Wednesday, October 1, 1969, at 7:30 P.M.
at City Hall. Discussion followed regarding asking the
Commission to set forth their reason or reasons regarding
10 their recommendations henceforth.

Gentlemen:
At a regular public meeting of the Planning and Zoning
Commission on Tuesday, August 26, 1969, at the Southlake
City Hall, the Commission, by unanimous vote, agreed to
recommend to the City Council that the application of Mr.
Cecil Max Hinds, ZA-69-17, requesting a zoning change from
Agriculture/Residential to Heavy Commercial with variance
for a specific use (i.e., the manufacture of ornamental
concrete blocks) for a period of five years and to be held
to the particular uses permitted under Heavy Commercial
during the five year period on failing to be used for the
specific business above-mentioned. The premise upon which
this recommendation is based is that so far as is known by
the Commission, there is no indication that the proposed
' road will exist at any time in the near future.
The-property to be zoned is 4.18 acres of land on the south-
west corner of SH 114 and FM 1709 and more particularly
described by metes and bounds as follows: Being a tract or
parcel of land out of the S. Freeman Survey in Tarrant
' County, Texas, BEGINNING at a point 302.2 feet East and
274.2 feet North of the Southeast corner of the T. Mahan
Survey, and being 124.5 feet North of the West Northwest
corner of a 1.754 acre tract described in deed from J. M.
Mitchell et ux, Angie Mitchell, to Wylie Allumbaugh, et ux
Helen, recorded in Vol. 32662 Page 285, Deed Records,
Tarrant County, Texas, said point being the North ROW line
of County Road 1709; THENCE with the ROW line of County Road
1709 as follows: NORTH 48 deg. 22 min. East, 100 ft; NORTH
41 deg. 26 min. East, 100 ft; NORTH 35 deg. 37 min. East,
100 ft; NORTH 29 deg. 20 min. East, 100 ft; NORTH 23 deg.
01 min. East, 100 ft; NORTH 16 deg. 58 min. East, 100 ft;
NORTH 9 deg. and 37 min. East, 100 ft., and North 3 deg. and
38 min. East, 149.3 ft. to a point in the South line of SH 114;
THENCE North 85 deg. and 37 min. West with the South line of
lie SH 114, a distance of 344 ft.; THENCE South 733 ft. to the
point of beginning and containing 4.18 acres of land, more
or less.

At a regular public meeting of the Planning and Zoning
Commission on Tuesday, August 26, 1969, at the Southlake
City Hall, the Commission, by unanimous vote, agreed to
recommend to the City Council that the application of
Mr. W. H. Crumbaker, ZA-69-16, requesting a change in
zoning from Agriculture/Residential to A-10 Multi-Family
be denied.
The property in question was two acres in the Southwest
corner of the Thomas M. Hood Survey, Abstract No. 706, '
Tract 4.

PLANNING AND ZONING COMMISSION
TO: The City Council
Southlake, Texas
Gentlemen:
At a regular public meeting of the Planning and Zoning
Commission on Tuesday, August 12, 1969, at the South-
lake City Hall, the Commission, by majority vote, agreed
to recommend to the City Council that a note be attached
to the building permit to the effect that the builder
and the owner are both notified in writing that prior
to permanent service hook up by the electrical company
it is notified by the city inspector as to the accept-
ability of the electrical installation.

Garbage Service Contract. Mayor Clow read said contract
with the changes therein which had been made. Council-
man O'Brien made a motion that this contract be accepted;-
seconded by Councilman Hearn. Motion carried unanimously.
Chief Ince submitted his monthly report on the Police
Department. He informed the Council that there were
now three full-time patrolmen and two part-time patrolmen
' on the Force. (Copy of report attached hereto.)
The Council having been polled, it was determined no one
was able to attend the upcoming meeting of the Northeast
® Cities Advisory Committee September 4th.
■ Councilman Brown volunteered to check with Doctor John
Clariday regarding the position of City Health Officer.
The matter of a raise for the Tax Assessor was brought
up by the Mayor who informed the Council the contract
for said services ran from September 1 to September 1.
• Following discussion, Councilman Brown made a motion to
grant M. E. Whitesodehf request for a raise in salary,
totaling $125.00/mcommenging with September of this year;
seconded by Councilman Hearn. The motion carried
unanimously.
There being no further business, the meeting was adjourned.
