L. Clow, Mayor Thurman Hearn, Mayor Pro Tem J. D. Cate, Jr., Councilman Michael J. O'Brien, Councilman W. B. Brown, Councilman Wade Booker, Councilman Mayor Clow called the meeting to order at 7:33 P.M. The minutes of the last meeting were approved as read. t • Recommendation from Planning & Zoning Commission was read to the Council by Mayor Clow pertaining to ZA-69-18 sub- mitted by James Harrell. A public hearing on this request was set for October 1st, 1969. Closing of Road in Southlake Park Addition No. 2. It was unanimously agreed upon a motion made by Councilman Hearn and seconded by Councilman Cate to hear the request of Michael J. O'Brien to close a certain road, commonly known as Crescent Drive, and a portion of Southlake Park Road West, in Southlake Park Addition No. 2, an Addition to the City of Southlake, said road and street beginning at the Northeast corner of Lot 2, Block 7, and the South- east corner of~Lot 2. Block 8, continuing along Crescent , Drive westerly, northerly, and easterly, to a point in Southlake Park Road West at the Southeast corner of Lot 1, Block 9 and a point in the northeasterly corner of Lot 3, Block 8, directly southeast from the said southeasterly corner of Lot,l, Block 9. The motion was made by Councilman Booker that the above described street androad be closed, abandoned, and that the property included therein shall revert to 89 CITY OF SOUTHLAKE, TEXAS PLANNING AND ZONING COMMISSION TO: The City Council Southlake, Texas 1 Gentlemen: At a regular public meeting of the Planning and Zoning Commission on Tuesday, September 9, 1969, at the Southlake City Hall, the Commission, by unanimous vote, agreed to recommend to the City Council that the application of James Harrell, et al. ZA-69-18, requesting a zoning change from Agriculture Residential to Heavy Commercial be approved on the 4.9 acres known as Tract 3 of the John Childress Survey, Abstract 254. It is the opinion of this Commission that the property in question is not suitable for resi- dential development because of heavy lake traf- fic along the road the property fronts, as well ' as a trailer park operating across the street. No adjacent property owners appeared at this ' hearing to voice assent or dissent. Present for the Commission: Tate 1 Mussina Gonzalez Knight Williams 90 PP • the owner of the property abutting thereon; seconded by Councilman Brown. Motion carried unanimously. (Copy of plat attached and made a part hereof.) Mr. O'Brien then made a similar request on behalf of Mr. Harry Field of Irving, Texas, pertaining to another road in the same Addition. Mayor Clow asked that action on this matter be tabled at this time. Matter of City Attorney. A letter terminating the ser- vices of Mr. Glenn Goodnight was signed by all the Council. Mayor Clow informed the Council that Mr. William Douglas Campbell is willing to accept the position of city attorney. Mobile Home Park. It has come to the attention of the City that a mobile home park is being planned in the City of Southlake and that proper zoning has not been applied for as yet, nor granted. Councilman Cate advised that the property in question is owned by R. L. McPhersont Dis- cussion followed. A letter sent to Mr. McPherson by the City Secretary was read to the Council by the Mayor. ' • P dice Department. Chief Ince reported to the Council that the City of Grapevine will commence animal control October ' lot and that they express willingness to permit Southlake to participate in their program. They are awaiting a re- presentative of our City to meet with their representative to work out details. Discussion was had regarding a police officer train- ing course after which Councilman Brown made a motion that two patrolmen, Gaddy and Beeman, be sent and that Chief Ince attend the upcoming police convention; seconded by Councilman Booker.
