REGULAR MEETING OF THE CITY COUNCIL
MAY 20, 1969`
The City Council of the City of.Southlake, Texas, met
in regular session at the City Mall on Tuesday, May 20,
1969, with the following members present:
J. L. Clow, Mayor
J. D. Cate, Councilman
M. J. O'Brien, Councilman
W. B. Brown, Councilman
Wade Booker, Councilman
Absent: Thurman Hearn Mayor Pro Ten
Also present: Chief Doyle Ince and Manuel Gonzalez,
Planning & Zoning Commission.
Mayor Clow called the meeting to order at 7:50 p.m. '
The minutes of the regular meeting of May 6, 1969, were
approved as read. r

Under old business, the matter of granting a taxi franch-
ise was discussed and the general consensus of opinion
was that such action now would be premature. Councilman
Brown made a motion to deny the granting of such a franch-
ise at this time. Seconded by Councilman Cate. The
motion carried unanimously. The City Secretary was then
directed to notify Dr. Don Gerschick by letter of the
Council's action. '
The neat order of old business was the matter of a play- '
ing field for the Little League. Councilman Brown in-
formed the members that Mr. Manuel Gonzalez has offered
his land on Keller Road near Carroll School Road for a ,
play area and no more is needed.
Councilman Booker had no further report to make on the
progress of acquiring traffic signs, other than it is
in the mill,, so to speak.
Under new business, Mayor Clow read the Planning & Zoning ,
Commission's recommendation regarding ZA-69-5. Council-
man Brown made a motion to set the date for a public
hearing on same for Tuesday, June 17, 1969, at 7:30 p.m.

Seconded by Councilman Booker. The motion carried un-
animously. The following citizens were then heard from:
Mrs. Walter Starkey, Mr. and Mrs. O'San Keeley, Mr. and
Mrs. R. A. Cummings and Mr. Glen Renner. All stated
their willingness to sign a complaint against Douglas
Kinser and Dr. and Mrs. M. M. Vale for conducting a
business in a residential area should they be asked to
do so. Councilman O'Brien made a motion that Mr.
Kinser be notified by letter (with a carbon copy to
Dr. and Mrs. Vale) to cease and desist from the oper-
ation of any business on the property in question until
such time as the matter of zoning (as p-Or ZA-69,5) be
finally decided upon by the Council. Seconded by
Councilman Cate. The motion carried unanimously.
Councilman O'Brien directed Chief Ince to issue a
citation after twenty-four hours receipt of the letter
by the aforementioned parties should they fail to
comply.
y~ The Council next considered the recommendation made by
the Planning & Zoning Commission regarding ZA-69-9, as
read by Mayor Clow. Councilman Brown made a motion to
set a public hearing on June 17, 1969, at 7:30 p.m.
Seconded by Councilman Cate. Motion carried unanimously.
. Under new business, the matter of air-conditioning the
office of the Police Department was taken up. Mayor
Clow informed the Council of a tentative bid of $547
for a 31/2 ton unit. Councilman Booker was asked to
secure two more bids. Councilman Booker then made
a motion to authorize the Mayor spend $500 to $575 to
air-condition the area in question. Seconded by Council-
man Brown. The motion carried unanimously.
The Mayor advised the Council that Mr. Jimmy J. Walker
' has moved in a house trailer on his property inside the
city limits, whereupon Councilman O'Brien made a motion
that he be cited for such violation of the City's ord-
inances regarding house trailers. Seconded by Council-
man Brown. The motion carried unanimously. Councilman
Brown made a motion that Mr. Walker's water service be
1 discontinued; seconded by Councilman O'Brien. A dis-
cussion followed, after which Councilman Brown rescinded
his notion and directed the City Secretary to write a
letter to Mr. Walker advising him of the violation.
Chief Ince informed the Council that his department
has already written such a letter to Mr. Walker.
Councilman Brown then made a motion to have a citation
issued to Mr. Walker; seconded by Councilman Booker.
Motion carried unanimously.

The City Secretary was then directed to write a letter
to Mr. Denver Nance of Tri-County Electric Co-operative,
Inc., to arrange a meeting with the Council to discuss
various problems that have arisen; and to have our
district's representative, Mr. Perry Wise, in attendance.
Fire Chief Bob Steele was then heard from. He spoke of
the coming Fish Fry and asked for wholehearted coopera-
tion in order to make it a success. (The City Secretary
left the room momentarily to get tickets.) Mr. Steele
advised the Council that all vehicles are presently
operative and all fire plugs were opened up and two were
found to be in need of attention. Mr. Steele also ad-
vised the Council he will get the titles on the fire
vehicles. A note made by the Southlake Volunteer Fire
Department is currently due at the American Bank of
Commerce. Following a brief discussion, Mayor Clow and
Councilman Brown said they would go to the Bank tomorrow
to renew it.
Police Chief Doyle Ince was neat heard from regarding
the need of hiring additional personnel. The Council
• directed him to hire two patrolmen and left salaries
for same to the discretion of Chief Ince, cautioning
him, however, as to the limitations of the budget.
The motion to adjourn was then made by Councilman Brown
and seconded by Councilman Booker. Motion carried un-
animously.
