Martha Perry - request for City to help defray expenses of "The Southlake Scene". a~ • .ri now 34 REGULAR MEETING OF THE CITY COUNCIL MAY 6, 1969 The City Council of the City of Southlake, Texas, met in regular session at the City Hall on Tuesday, May 6, 1969, with the following members present: J. L. Clow, Mayor Thurman Hearn, Mayor Pro Tom J. D. Cate, Councilman (arrived late) M. J. O'Brien, Councilman W. B. Brown, Councilman (arrived late) Wade Booker, Councilman Also present: Police Chief Doyle Ince Manuel Gonzales, Planning & Zoning Commission Mayor Clow called the meeting to order at 7:30 p.m. The minutes of the regular meeting of April 15, 1969, were approved as read. The minutes of the special meeting of April 24, 1969, were approved as read. ' • The first order of business was the appointment of mayor pro tem. Councilman O'Brien made a motion to appoint Thurman Hearn as Mayor Pro Tem; seconded by Councilman Booker. Motion carried unanimously. (Councilman Hearn abstaining.) The Little League was the next order of business. The Council was informed the Little League in Southlake was off to a head start with various donations from private citizens and businesses. The need for a play area exists, however. Mayor Clow appointed Council- ' man Brown to work with the Little League to help them locate a suitable playing field. A taxi cab franchise was next considered. Dr. Don Gerschick appeared together with his attorney, Conner Lam, seeking such franchise from the City of Southlake. ' Mayor Clow pointed out the City has no ordinance gov- erning taxi cabs at this time. Therefore, at the present, no action was taken. ' Mayor Clow informed the Council of a request for the City to help defray Martha Perry's expenses connected , with the "Southlake Scene" newspaper page prepared by her for the Grapevine Herald. No action,was taken. May 6, 1969-1 =7771 35 3 A letter was read by Mayor Clow from Patrolman Bill 10 Major to Chief Ince tendering his resignation from the Force. Chief Ince explained Patrolman Major had found more lucrative employment elsewhere and that his resignation had been accepted. Councilman Booker informed the Council of an oppor- tunity for the City to acquire free traffic signs. These signs are standard but carry a small ad across the bottom, i.e., compliments of whatever business had paid for the sign. These signs are being used in other area towns. Some discussion followed re- garding an ordinance regulating signs. Councilman Hearn then made a motion commissioning Councilman Booker to secure as many of these signs for the City as possible without delay; seconded by J. D. Cate. The motion carried unanimously. Chief Ince submitted the Police Department report for April (a copy of which is attached hereto). The Chief recommended that Dispatcher Hamilton be given a raise. Councilman Brown made a motion to increase Dispatcher 3ey4ily-Alamil,tenl s salary W $25 per month commencing with May 15, 1969. Seconded by Councilman O'Brien. Carried unanimously (except for Councilman Hearn ab- staining). z Manuel Gonzales gave a report on a meeting with Carter°,&. t Burgess Engineers who advised that the money Southlake received ($1,000) through the 701 Plan should be used to make a study of our water needs. Carter & Burgess advised that the problem of a secondary residence (such as for aged parents),be handled through multi-family zoning in each individual case. Mayor Clow announced a Fish Fry will be held May 25th for the benefit of the Southlake Volunteer Fire Depart- ment and all Councilmen were asked to.sell tickets.
