COUNCIL MEETING
CITY OF SOUTHLAKE 4
March 18, 1969
The regular meeting of the Southlake City Council was called
to order by Mayor J. L. Clow at 7:30 p.m. Councilmen present
were J. D. Cate, Mike O'Brien, Thurman Hearn and Buddy Brown.
Absent - J. J. Carlile. City Attorney Glenn Goodnight and
Police Chief Ince were also present.
The minutes of the February 18th meeting were read and
approved. A quorum not being present at the March 4th
meeting, there were no-minutes.because the meeting was
adjourned for this reason.
The first order of business was a motion made by Thurman
Hearn that the corporation court judge presi-ding in January
and February of 1969 be compensated for these two months at
the same rate as the current corporation court judge. The
motion was seconded by J. D. Cate and carried unanimously.
Mayor Clow presented a proposal from the Keller Rural
Water Supply Corporation acting upon a request from the
City of Southlake for the purchase of water from them for
® emergency use. Buddy Brown made a motion to adopt their
proposal and Mike O'Brien seconded it. The motion carried
unanimously. (Copy of proposal attached hereto.) ,
Under new business, Mayor Clow informed the Council the
City of Southlake has been asked to sell water to the Lacey '
Construction Company. Buddy Brown made a motion to sell
water to them at $1.00 per thousand gallons with a deposit
made on the meter in the amount of $250.00. Seconded by '
Thurman Hearn. Motion carried unanimously.
Mayor Clow submitted a request by the Yates Mobile Home Park '
for the Council to allow six additional units for trailers
to be built in the Park according to the specifications sub-
mitted along with the request. After due deliberation, Buddy '
Brown made a motion said request be denied. Mike O'Brien
seconded the motion. Motion carried unanimously.
Mayor Clow recommended that the City hire someone to perform
janitorial services in the City Hall and informed the Council
he has found someone willing to clean the Council Chambers, '
hallway, both restrooms and City office for $40 a month. Mike
O'Brien made a motion that Mayor Clow be authorized to hire a '
janitor; seconded by Buddy Brown. Motion carried unanimously.

meeting of City Councils from Keller and Southlake held last
Tuesday, March 11th, here.for the purpose of reaching agree-
ment on boundaries between the two cities, police cooperation,
and garbage disposal. The Councils agreed to have another
meeting followed by a joint meeting of Councils at a public
hearing.
Thurman Hearn then reported on the meeting had with Mr. Sarda ,
of COG in regard to the 701 Plan giving priority to water,
sewers, capital improvement procedures, etc. Our application
to start the 701 Plan must be in by March 21st to HUD.
Mayor Clow reported on the meeting at Six Flags of the cities
affected by the airport impact. He stated many problems were
discussed but no real solutions were given. Workshops were
then held in the afternoon. At another meeting with Colley- '
ville and other area towns, the Mayor reported that it is
hoped some sort of plan will be worked out regarding a sewer
system with the Trinity River Authority. j
Chief Doyle Ince turned in his police report which is attached
hereto. Mayor Clow recommended that the Chief's salary be in- ,
creased to $50 more monthly effective commencing March 15th,
• 1969. The motion was made by J. D. Cate to accept the Mayor's
recommendation, seconded by Thurman Hearn; carried unanimously.
A short question and answer period followed.
The question was brought up concerning the Carroll Road Baptist
Church's wanting to know their position on payment of the $250
meter fee. Following a discussion, Mike O'Brien made the motion '
that the City of Southlake install water to churches and public
schools charging only the City's actual cost of such installa-
tion and that the City Secretary is to check back through the ,
records and reimburse to any church and public school any money
paid by them to the City for water over and above the City's
actual cost of installation. This motion was seconded by '
Thurman Hearn. Motion carried unanimously.
A motion was made by Thurman Hearn authorizing Mayor Clow to
have a city gas pump installed here on city property; seconded
by J. D. Cate. The motion carried unanimously.
Chief Ince introduced our new patrolman, Bill Major, who is
taking Ken Kelly's place who will continue to work on a part-
® time basis.
Buddy Brown made a motion to adjourn, seconded by Mike O'Brien.
Carried unanimously. Meeting adjourned at 9:45 p.m.
