COUNCIL MEETING
CITY OF SOHTHLAUE
February 4,.1969
® The regular meeting ef~the Southlake-City Council was
called to order by Mayor Clow at 7:30 p.m. Councilmen pre-
sent were J. D. Cate, Mike O'Brien, Thurman Hearn and Buddy
Brown. Absent -.J. J. Cayrlile. City Attorney Glenn Good-
night and Police Chief Ince were also present.
The mintites of January 21, 1969, were read and approved
as corrected.
First order of business: Speed Zone Ordinance.
Mayor Clow read the Speed Zone Ordiance applying to
State Highway 114. Thurman Hearn made the motion that the
Speed Zene-Ordinance as outlined be approved. Seconded by
J. D. Cate, Carried unanimously. This ordinance was
assigned No. 163. (Copy attached.)
Glenn Goodnight, City Attorney, presented Mayor Clow
and each councilman a copy of a fire ordinance he had prepared
for the City. After reading the ordinance in its entirety,
the Mayor called for a motion for adoption.
• Mike O'Brien made the motion to adopt said ordinance
(fire) making it Ordinance No. 162 of the City of Southlake.
This motion was seconded by Buddy Brown. Carried unanimously.
The City Attorney was asked to prepare a resolution
for election in April, of two councilmen, Place 1 and Place
2, and Mayor.
Chief of Police Ince asked for a-raise for police dis-
patchers. The Council tabled this request until further
study could be made.
The Council discussed an extra-territorial jurisdic-
tion ordinance for Southlake.
Thurman Hearn made the motion for adjournment. Seconded
by J. D. Cate. Carried unanimously.

ORDINANCE NO.
AN ORDINANCE PROHIBITING SETTING OF BONFIRES, I
OR BURNING OUT-DOOR RUBBISH WITHOUT A PERMIT
RESTRICTING THE LOCATION THEREOF, AUTHORIZING
THE CHIEF OF THE FIRE DEPARTMENT TO PROHIBIT
OUT-DOOR RUBBISH, PROHIBITING KINDLING OF FIRES
ON LAND OF OTHERS, RESTRICTING THE USE OF TORCHES
FOR REMOVING PAINT, RESTRICTING THE ACCUMULATION
OF HOT ASHES AND OTHER DANGEROUS MATERIALS,
PROHIBITING THE ACCUMULATION OF WASTE MATERIALS
AND PROVIDING PENALTY THEREFOR.
WHEREAS, the City Council of the City of Southlake, recognizes the
need for fire prevention and control of fire hazards in the City of Southlake.
BE IT THEREFORE ORDAINED THAT HEREAFTER:
(a) No person shall kindle or maintain any bonfire or rubbish fire or
authorize any such fire to be kindled or maintained on or in any public street, alley,
road or other public ground without a permit or other proper authorization. During
construction or demolition of buildings or structures no waste materials or rubbish
shall be disposed of by burning on the premises or in the immediate vicinity without
having obtained a permit or other proper authorization. `
(b) No person shall kindle or maintain any bonfire or rubbish fire or
authorize any such fire to be kindled or maintained on any private land unless (1) the
location is not less than 50 feet from any structure and adequate provision is made
to prevent fire from spreading to within 50 feet of any structure, or (2) the Aire is

contained in an approved waste burner located safely not less than 15 feet from any

separate day that the said offense might occur.
THIS ORDINANCE SHALL TAKE EFFECT AFTER THE PASSAGE AND
PUBLICATION AS REQUIRED BY LAW.
