CITY OF SGHTRLARE
January 7, 1969
The first meeting of the Southlake City Council in the New
Year, 1969, was called to order at 7:30 p.m. by Mayor-Clog.
Councilmen present were: Mike-O'Brien, J. J. Carlile, and
Thurman Hearn. Chief Ince~of the Police Department, Manuel
Gonzales and Harold Knight, from the Planning & Zoning Com-
mission were also present.
The minutes of the regular meeting of December 17, 1968, were-
read by the secretary. They were corrected and approved as
corrected.
The first item slider old business was the action to be taken
by the Council on two new planning and zoning ordinances for
the City. These ordinances were recommended by the City
Planners. A hearing was-held in the Carroll School Cafetori-
um on September 10, 1967, and January 6, 1969, to present
these two ordinances to the public. After Mayor Clow read
the titles of said ordinances and having been approved pre
viously by the Planning & Zoning Commission, he called for
a motion for adoption. J. J.. Carlile made the motion to
adopt Ordinance No. 169 as read. Seconded by Mike O'Brien
and passed unanimously by the Council. Thurman Hearn made
® the motion to adopt Ordinance No. 161 as read. Seconded by
J. J. Carlile and passed unanimously by the Council.
Mayor Clow called for a motion to adopt a resolution cover-
ing the adoption of the complete comprehensive plan as pre-
sented by Carter and Burgess, City Planners and Engineers.
Mike O'Brien made the motion to adopt this resolution making
it Resolution No. 69-1 of the City of Southlake. Thurman
yearn seconded the motion and it carried unanimously. A
copy of Ordinance 160 and 161 and Resolution No. 69-1 is
filed with these minutes of January 7, 1969.
The second item of old business was the City's annexation
of property in a half-mile extension from present city
1 boundaries. This annexation notice was published in the
Grapevine Sun December 5, 1958, and December 26, 1968, and
in the Fort North Press on the 31st of December, 1968, mak-
ing Ordinance No. 189 officially passed in the year 1968.
The question of how to best determine the boundaries of the
' new annexation was discussed. Mr. Gonzales suggested that
we solicit Federal Aid from the Council of Governments.
Priority of new boundaries should begin with the railroad
track in the southeast part of Southlake was the feeling
of the entire Council.

Howard Moffat sent a request to attend a fireman's training
course with the approval. of the Council. This item of busi-
ness was tabled until further study could be made by the
Council.
After discussion, the Council dds that a request be made
to the Health and Sanitation Department to inspect Jerry
Yate's and Art Clifton's trailer park and Glenn Burgess,
Sr.'s junk yard.
The City Secretary was neat on the agenda.. She informed
the Council of the overload of work for one person in the
city secretary's office. She requested part-time help for
$100 a mouth. The Council said they would look into this
problem further and act on it at the neat deuncil meeting.
Radar for Southlake was discussed. At the recommendation of
Police Chief Ince, Mike O'Brien made the motion to acquire
a radar system for Southlake at $50.00 per month. Seconded
by J. J. Carlile. Passed unanimously by the Council.
Mr. Gonzales asked the Council to think about a sign and '
livestock ordinance for the City. Mayor Clow said he would
get with the City Attorney on this matter. ,
• Mr. Thurman Hearn questioned the fact that the new Ordinances,
Nos. 160 and 161 should be published in the newspaper. He ,
was told that this would be done.
Mr. Thurman Hearn made a motion for adjournment. Seconded ,
by J. J. Carlile. Passed unanimously.
A copy of the Police Department Report for the month of
December is filed with these minutes.

RESOLUTION NO. C
A RESOLUTION OF THE SOUTHLAKE CITY COUNCIL APPROVING
AND ADOPTING THE SOUTHLAKE COMPREHENSIVE CITY PLAN.
WHEREAS, the Southlake City Council has reviewed and considered all
elements of the Comprehensive City Plan, including Base Studies, Proposed
Land Use Plan, Thoroughfare Plan, Community Facilities Study, Zoning Study
and Subdivision Study, and find these various studies to be in consonance
with the long-range goals of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE SOUTHLAKE CITY COUNCIL, that
the Comprehensive City Plan be and is hereby approved in all respects; that
it is determined to be adequate as a long-range guide and an indication
] generally to the extent that it be utilized as a framework on which future
growth and development of the community can be guided; and that the City
Secretary be and is hereby directed to file the copy of the Comprehensive
City Plan with the minutes of this meeting.
