II Approval of Bills. 135 r ,REGULAR MEETING OF THE CITY COUNCIL SEPTEMBER 15, 1970 The City Council of the City of Southlake, Texas, met in regular session in the Council Chamber of City Hall on Tuesday, September 15, 1970, with the following members present: J. L. Clow, Mayor Wade Booker, Mayor Pro Tem Thurman Hearn, Councilman Buddy Brown, Councilman Ralph Polson, Councilman ' Absent: Billy Joe Knox, Councilman Also present: William D. Campbell, City Attorney. , May or Clow called the meeting to order at 7:40 p.m. Rev. Gene Tyson of White's Chapel Methodist Church gave the ' ® invocation. The minutes of the last meeting were approved as read. ' Councilman Hearn moved that Mrs. John Quinn be heard and that Bud Hall's contract for garbage disposal be considered, neither item being on the agenda; seconded by Councilman , Booker. Motion carried unanimously. Mrs.Quinn appeared before the Council regarding the sewage ' treatment plant at the new high school and the effluent from same to be permitted to flow into the barrow ditch to Dove Creek. She recommended the effluent be carried to the creek by pipe. Mayor Clow informed her the City had no ordinances pertaining to the matter and suggested she contact the School Board, particularly Dick Kirkland, Chairman. , Garbage collection contract within the City submitted by Bud Hall was discussed. Mayor Clow asked the Council to ' study the matter in order to act upon it at the next reg- ular meeting. City Chaplain. Councilman Booker moved that Rev. Gene Tyson ' be officially appointed City Chaplain; seconded by Council- man Polson. Motion carried unani m ously. A list of duties will be prepared for the City Chajlain in the near future. ' x 136 i Councilman Booker moved that expenditures of $25.00 or more have Council approval first and that requisition slips be obtained from the City Secretary for any purchase; seconded by Councilman Polson. Motion carried unanimously. ' Councilman Booker moved that the bills presented be approved for payment; seconded by Councilman Hearn. Motion carried unanimously.
