REGULAR MEETING OF THE CITY COUNCIL
JUNE 16, 1970
The City Council of the City of Southlake, Texas, met in
regular session in the Council Chamber of City Hall on
Tuesday, June 16, 1970, with the following members present:
J. L. Clow, Mayor
Wade Booker, Mayor Pro Tem.
Thurman Hearn, Councilman
W. B. "Buddy" Brown, Councilman
Ralph Polson, Councilman
Billy Joe Knox, Councilman
Also present: William D. Campbell, City Attorney.
Mayor Clow called the meeting to order at 7:45 p.m. The
invocation was given by Councilman Knox.
The minutes were approved as read.
ORDINANCE NO. 175 was read to the Council and those present '
for this public hearing wherein 20 acres of land in the Dart
• and Martin Surveys, owned by J. R. Keeton, Jr., is to be
annexed to the City of Southlake. Comments were called for;
none were made. WHEREUPON, Councilman Booker made the motion
that this ordinance annexing the land described therein be
passed; seconded by Councilman Hearn. Motion carried un-
animously. (Copy attached and made a part hereof.)
ORDINANCE NO. 176 was read to the Council and those present
at this public hearing wherein 20 acres of land in the Dart ,
and Martin Surveys, owned by J. W. Keeling, is to be annexed
to the City of Southlake, Comments were called for; none
were made. WHEREUPON, Councilman Booker made the motion
that this' ordinance annexing the land described therein be
passed; seconded by Councilman Hearn. Motion carried un-
animously. (Copy attached and made a part hereof.)
ORDINANCE NO. 177 was read to the Council and those present '
at this public hearing wherein 19.54 acres of land in the
Dart and Martin Surveys, owned by H. E. Swaim is to be
annexed to the City of Southlake. Comments were called for;
none were made. WHEREUPON, Councilman Booker made the motion
that this ordinance annexing the land described therein be
passed; seconded by Councilman Hearn. Motion carried un-

Dallas County, Texan, owner of the real property hereinafter
described, having made application as by law provided to the
Mayor and City Council of the City of Southlake, Texas, for
annexation of a tract of land situated. in Tarrant County,
Texas, out of the Christopher Dart and W. H. Martin Surveys,
more particularly described by metes and bounds as follows:
BEGINNING at a concrete monument in the South line
' of said Christopher Dart Survey, 1620.0 feet South
89 degrees, 39 minutes West from the So0boast cor-
ner of said survey; said beginning point being in

THENCE South 89 degrees 39 minutes West 1616.3
feet with the South line of said Christopher Dart
Survey, passing the Southeast corner of the W. H.
Martin Survey, to a concrete monument at fence

ORDINANCE NO. 178 was read to the C ounci l and those present
for this public hearing wherein 51.94 acres of land in the
Dart and Martin Surveys, owned by Owen W. L. Barnett, is to
be annexed to the City of Southlake. Comments were called
for; none were made. WHEREUPON, Councilman Booker made the
motion that this ordinance annexing the land described
therein be passed; seconded by Councilman Hearn. Motion
carried unanimously. (Copy attached and made a part hereof.)
ORDINANCE NOS. 161-14, 161-15, 161-16 and 161-17 were read
to the Council and those present at this public hearing
wherein the land described in Ordinance Nos. 175, 176, 177
and 178 is to be zoned Ag District. No comments were made;
i~ WHEREUPON, Councilman Brown made the motion to pass Ordi-
nance Nos 161-14, 161-15, 161-16 and 161-17 designating
the zoning on the land described in said ordinances as
AG (Agriculture) District; seconded by Councilman Knox.
i, Motion carried unanimously.
ZA-70-3 was explained to the Council and those present at
this public hearing that the owners of certain property
are requesting a change in zoning from Ag District to A-2
(single family) District. Mayor Clow read aloud the re-
commendation for approval by the Planning & Zoning Commission.
' Discussion followed. WHEREUPON, the motion was made by
• Councilman Booker,. seconded by Councilman Brown, that
ORDINANCE NO. 161-18 be passed wherein the zoning on land
described therein be changed from Ag District to A-2 Dis-
trict. Motion carried unanimously. (Copy attached and
made a part kreof. )
Discussion was had regarding an amending ordinance to the
Comprehensive Zoning Ordinance No. 161 pertaining to the
regulation of cemeteries. Mayor Clow set the date for
' public hearing on same for the second council meeting held
in July, i.e., July 21 , 1970.
Motion was made by Councilman Booker, seconded by Council-
man Polson, to set the date for the Equalization Board to
meet on August 1, 1970, from 9 a.m. o'clock til 12 noon.
' Motion carried unanimously. The City Secretary was directed
to publish notice of same.
Motion was made by Councilman Brown, seconded by Councilman
' Booker, to approve for payment the bills presented. Motion
carried unanimously.
Discussion followed regarding ZA-69-15, the status of our
application at HUD for funds, and a fire truck. A motion was
made by Councilman Brown, seconded by Councilman Knox, to

At a regular public meeting of the Planning and Zoning
Commission on Tuesday, May 26, 1970, at the Southlake
City Hall, the Commission, by unanimous vats, agreed
I to recommend to the City Council that the application
of Real-Texas Enterprises, Inc., ZA-70-3, requesting
a zoning change from "Ag" Agriculture District to A-2
Single Family District be approved on 35 acres of
land, more or less, out of the John Childress Survey
(formerly the Dr. Frank Austin Ranch), Abstract 254.
It is the opinion of this Commission that the property
in question is suitable for residential development
and that such development would be beneficial to the
City of Southlake in general.
