Approval of Bills Presented a ~i 35 (REGULAR MEETING OF THE CITY COUNCIL APRIL 7, 1970 The City Council of the City of Southlake, Texas, met in , regular session in the Council Chamber of City Hall on Tuesday, April 7, 1970, with the following members present: J. L. Clow, Mayor ' Thurman Hearn, Mayor Pro Tem J. D. Cate, Jr., Councilman Michael J. O'Brien, Councilman , W. B. Brown, Councilman Wade Booker, Councilman Also present: William D. Campbell, City Attorney. Mayor Clow called the meeting to order at 7:45 P.M. The invocatim was given by Rev. Gene Tyson of White's Chapel ® Methodist Church. The minutes of the special meeting April 6 and the last , regular meeting were approved as read. Mayor Clow paid tribute to the outgoing Councilmen, J. D. Cate, Jr., and Michael J. O'Brien. (Mr. Cate had served as Councilman longer than anyone else up to this point in time other than J. Carlile.) Both men were warmly thanked for their efforts in the City's behalf. The oaths of office? were then administered by Mayor Clow to the incoming Councilmen, Ralph Polson, Place 3, Thurman Hearn, Place 4, ' and Billy Joe Knox, Place 5. The next order of business was the motion by Councilman Hearn to _ o legit Councilman Booker the new Mayor Pro Tem; seconded , by Councilman Brown. No other nominations were made. The motion carried unanimously. Police Department Report: (Copy attached hereto.) Chief Ince informed the Council that Officer Jerry Beeman has re- signed and there had been no replacement at this time. The ' Council was further informed that the 169 patrol car had to have tires. Councilman Hearn made a motion to have Council- men Polson and Knox purchase a set of tires for said vehicle ® at the best price they can obtain; seconded by Councilman Brown. Motion carried unanimously. 3s S Deed Zone Ordinance: Mayor Clow called the Council's attention to the matter of our request for a lowering of the speed limit in certain areas along SH 114 and FM 1709. (See Council Minutes of 8/5/69.) This request has not been granted by the Texas Highway Department. Gouncil- man Booker made a motion to meet with Mr. Robert Crook., of the Texas Highway Department in Fort Worth regarding the matter of lowering certain speed zones; seconded by Councilman Brown. Motion carried unanimously. (All Coun- cilmen will be informed regarding the date set for such meeting so they may attend.) ' Mayor Clow momentarily discussed the City adopting a weight ordinance. Petition for Annexation of certain land owned by James Harrell et al attached hereto) was presented to the Council. The motion to accept said Petition was made by Councilman Booker; seconded by Councilman Knox. Motion carried unanimously. Public hearing set for May 5, 1970. Mayor Clow informed the Council that the Northeast Cities Advisory Council met here at Southlake at their last meet- ing. He asked that a representative be appointed to attend ® these meetings. ' NTCO G will hold a meeting April 16 in Arlington regarding the adoption of Model Codes for airport-affected cities. Mayor Clow asked that interested persons attend this meeting. ' Motion by Councilman Brown to pay the bills presented; seconded by Councilman Booker. Motion carried unanimously. ' Motion by Councilman Polson to direct the City Secretary to write to the Hon. Jim Wright regarding the matter of a fire truck from a nearby military base or bases being closed down; seconded by Councilman Hearn. Motion carried un- animously. ' There being no further business, the meeting was adjourned. J.
