Kenneth Smith - 18 REGULAR MEETING OF THE CITY COUNCIL MARCH 3, 1970 The City Council of the City of Southlake, Texas, met in regular session in the Council Chamber of City Hall on Tuesday, March 3, 1970, with the following members present: J. L. Clow, Mayor J. D. Cate, Jr., Councilman M. J. O'Brien, Councilman Wade Booker, Councilman Absent: Thurman Hearn, Mayor Pro Tem W. B. Brown, Councilman Also present: William D. Campbell, City Attorney. Mayor Clow called the meeting to order at 7:30 P.M. ' The minutes of the last meeting were approved as read. Fire Department Report: The January and February reports were turned in by Chief Robert Steele (copies attached hereto). The Council was given information regarding a dry powder unit called "Special V which has a base price of $885.00. ' Police Department Report: February report submitted by Chief Doyle Ince copy attached hereto). The Chief informed the Council of the coming necessity of a radio change. More in- formation is to be obtained. Planning & Zoning Commission Recommendations: Motion by ' Councilman Booker to address a letter of intent to NCTCOG for 701 Program assistance as per copy attached. Other recommendations, as per copy attached, not acted on by the ' Council. City Insurance: The City Attorney, Mr. Campbell, discussed further details of same. Councilman Booker was asked to ' have a special agent address the Council regarding costs, etc. A motion was made by Councilman Booker to hear the adoption of the water policy not on the agenda; seconded by Councilman Cate. Motion carried unanimously. 19 A motion was made by Councilman O'Brien to adopt the ' policies and regulations concerning water installations, as prepared by Carter & Burgess, Inc., creating Ordinance 170; seconded by Councilman Booker. NCTCOG is to be notified by letter of this action. A motion was made by Councilman Booker to adopt the Comprehensive Plan for Water Supply and Distribution ' System prepared by Carter & Burgess, Inc.; seconded by Councilman Cate. Motion carried unanimously. Discussion was had concerning City purchases to be made only by the City Secretary and Chief of Police or authorized by them. Motion to approve payment of the bills presented by Council- man Cate; seconded by Councilman Booker. Motion carried unanimously. ' There being no further business, the meeting was adJjourned. i . Submitted by: Elizabeth Stickley Secretary - 24 RECOMMENDATIONS FROM THE PLANNING & ZONING COMMISSION 2-10-70 TO THE CITY COUNCIL: On motion by John Shelton, the Planning & Zoning Commission recommends. that Carroll School Road, between Highway 114 and Dove-Roanoke Loop, be widened to the maximum feasible limit and that immediate consideration be given to elimin- ating the present bottleneck of the narrow bridge and that reflectors be applied to the bridge in the interim. , On motion by Elizabeth Stickley, the Planning & Zoning Commission recommends that the property on adjacent corners to the new high school shall be restricted to residential zoning. 'On motion by Harold Knight, the Planning & Zoning Commission ' requests that the City Council appoint one member in charge of Parks and Playgrounds and that property owners adjoining streams between Dove-Roanoke Loop and Throop Road be con- tacted with a view to their dedicating land for pedestrian and cycle traffic.
